Complementing the Indian National programme, Alliance India works through capacity building, knowledge sharing, technical support and advocacy. Through its vast network of partners, Alliance India supports the delivery of effective, innovative, community-based HIV programmes to key populations affected by the HIV epidemic. About Ujwala: Ujwala (meaning bright in Hindi), funded by the MAC AIDS Fund is based on the learnings from Abhaya (2013-2016). The programme aims to expand the scope of HIV prevention projects (TI) to a comprehensive gambit of sexual reproductive health services to women in sex work. In addition understand and respond to the rapidly changing sex work environment in India, moving beyond the traditional sites and reaching to women in sex work who solicit sex virtually and in beauty parlours that remain unreached by HIV programme. The main focus of the programme is to:  Mitigate and prevent gender based violence (GBV) against women in sex work and,  Strategically provide sexual reproductive health services (SRH) with aim to improve the uptake of HIV services (including prevention, testing, treatment, care and support)

Study aim and objectives:

Women in sex work also share many common needs for HIV and SRHR information, support, services and commodities, For example, like other women in the community, they might require access to HIV testing without judging on her behavior, advice about family planning and access to maternal, newborn and child health (PPTCT) services. In practice, however, there are a significant number and range of factors that mean that women in sex work often experience both heightened vulnerability to SRH ill health (such as STIs, unintended pregnancies and maternal mortality) and greater barriers to the support and involvement that they need. In spite of continuous advocacy with the local health care providers accessing abortion service for women in sex work is extremely difficult, it is even more difficult to access the service by the unmarried and young women in sex work. Due to the identity as sex workers, health care providers offer substandard and/or refuse to offer services by openly flouting rules such as the MTP act demand a husband’s consent and signature before they conduct abortions even within the first trimester. This leads many young women and girls to seek services from unsafe places and quacks which endangers them and can cause severe complications.

Scope of work for the agency/consultant:

Selected agency/consultant will be mainly responsible to provide below deliverables at the end of the end line study  Preparation of study protocol, tools and informed consent form in English and other regional/local languages  IRB Ethical approval of the protocol-Alliance has IRB and so the agency to facilitate the process in obtaining the approval.  Training for Key research team  Data collection both quantitative (paper based/technology based) and qualitative (audio record)  Quantitative data entry in SPSS or other statistical tools and transcription and translation of qualitative data  Data analysis (quantitative and qualitative), literature review and writing the brief report and policy brief  Submission of data set to India HIV/AIDS Alliance (quantitative and qualitative data) which was used for analyses  Finalization and Submission of report (Compiled and state wise comparison report) Also consultant/agency is required to discuss each stage of the study in detail with India HIV/AIDS Alliance before finally implementing it in the field. The selected agency is required to submit the final report on or before 30th Jan 2019.

Submission of Proposals:

 Individuals/Agencies who are interested in carrying out the assignment are requested to submit their proposal for the same as per the details outlined above. The technical and financial bids should be submitted separately in two sealed envelopes, mentioning “Technical Proposal” & “Financial Proposal” in the respective envelopes. Both these envelopes should put in another envelope clearly mentioning the following: “Technical & Financial Proposal for end line study of Prayas project generating PrEP demand in TGH population in India” Interested individuals/agencies meeting the eligibility criteria are requested to submit their technical and financial bids following the guidelines to the below given address on or before the closing date of 22nd November 2018
