RFP invites for Conducting a baseline study and establishing a database on biodiversity conservation, sustainable natural resource management in SECURE Himalaya project

Context of the Requirement:
The Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India along with UNDP is implementing a new GEF funded project: SECURE Himalaya (Securing livelihoods, conservation, sustainable use and restoration of high range Himalayan ecosystems) in the states of Jammu and Kashmir, Himachal Pradesh, Uttarakhand and Sikkim, which aims to support the Government of India to effectively promote sustainable land and forest management in alpine pastures and forests in high range Indian Himalayan ecosystems that secure sustainable livelihoods and community resilience and ensures conservation of globally significant biodiversity and threatened species.
Background

The high range Himalayan ecosystem in India is of critical importance for the biodiversity and ecosystems of global significance that it harbors and forms an important life-support system for a large number of remote and agro-pastoral communities that depend on it.
Objective:
The purpose of this RFP is to hire an agency to conduct baseline study and establish a database on biodiversity conservation, sustainable natural resource management in SECURE Himalaya project landscapes for selected districts of Jammu and Kashmir, Himachal Pradesh, Uttarakhand and Sikkim
Summary of tasks:
- To design the basic database format for effective data collection from field/other sources.
- To collect, review and analyze the information/ data of local experts, best conservation practices, NRM based livelihoods, human-wildlife conflict or any other component related to the overall outcomes of SECURE Himalaya Project.
- To develop an interactive and easily accessible web-based database with baseline information on various components of SECURE Himalaya project.
- Hosting and operationalizing of the database in the appropriate web server and provision/mechanism for its regular updation with a Scope of integration of the outputs from other baseline studies of the project into this database.
- Adding details and mapping of all the line department schemes into the database.
- Organize, give structure and integrate the outputs from baseline studies/activities carried out under SECURE Himalaya Project into this database.
- Providing training to the host agency/Department on its use with operation & maintenance for 3 months
Brief Description of the Required Services
Inception Report: including a detailed plan of action with a detailed framework of activities, methodology to be applied, schedule etc
Midterm Progress Report: of the baseline study showing advancement of the tasks carried out such as primary and secondary data collection pertaining to the database generation of experts, good conservation practices, NRM based livelihoods, database generation of Wild LifeHuman Conflict, draft report on the gaps for Transboundary cooperation, relevant laws and policies w.r.t. SECURE Himalaya Project etc.
Draft report and web-based database portal: A draft report and web-based database portal including all the given components need to be submitted. This report will include the synthesis of the baseline studies performed on the given subjects including experts, Best Conservation practices, NRM based livelihoods, Wild Life-Human Conflict etc. Along with these, the first draft of web portal, software application and IEC materials needs to be submitted for suggestions & approval to this office.
Workshop: on baseline information on conservation/current best practices /studies and the use of database application
Final report and web portal submission: Incorporating the comments and suggestions by Working committee, Project Steering Committee, Landscape Level Project Management Unit and UNDP
