RFP invites for Consultancy Firm/ Company/ Proprietary firm for “Carrying out Post Construction Environmental Impact Assessment Study of Teesta-V Power Station, Sikkim

Online bids (e-tender) are invited in single stage- two part bidding basis Cover-I: Technical-bid and Cover-II: Financial Bid for and on behalf of NHPC Limited (A Govt. of India Enterprise) from eligible Consultancy Firm/ Company/ Proprietary firm for “Carrying out Post Construction Environmental Impact Assessment Study of Teesta-V Power Station, Sikkim” on Open Tender Basis.

The site can also be viewed through eprocurement corner of NHPC website www.nhpcindia.com and CPP Portal. The bid is to be submitted online only on https://eprocure.gov.in/eprocure/app upto Bid Submission Closing Date & Time of tender.

Eligible Bidder

The Invitation for Bid is open to all bidders who are registered legal entity i.e. Consultancy firm/Company/ Proprietary firm.

The bidders who wish to submit their bids for the aforesaid work shall have to meet the

Qualification Criteria given as hereunder:

Environmental consultant/ consulting organisation should have accreditation from National Accreditation Board for Education & Training (NABET) and/ or Quality Council of India (QCI) for conducting Environmental Studies (EIA/EMP) for Environment Clearance of category “A” Hydroelectric projects (> 50 MW) as per scheme of accreditation & registration of MoEF & CC.

The consultant/ consulting organisation should have completed at least 3 Environmental studies, in last 10 years, related to hydropower projects, of which 2 studies should be for hydropower projects of > 50 MW capacity. The reference date for considering the period of last Ten (10) years shall be reckoned from the last day of the month previous to the one in which bids are invited.

Environmental studies here would mean providing consultancy services for Environmental Impact Assessment (EIA) studies and preparation of Environmental Management Plans (EMP), Post-construction Environmental and Social Impact Assessment of river valley/Hydropower projects, River Basin / Cumulative Impact Assessment studies etc. As per the existing guidelines of MOEF & CC.

The applicant should submit notarized documentary evidence (s) in support of validity of accreditation by NABET/QCI and Letter of Award & Completion Certificate in support of experience. Bidder may submit experience of other NABET and/ or QCI accredited organization/ agency for specific studies, declared and supported with letters of support from the other agency.

However, for all other purposes, the bidder shall be responsible and all communications shall be made with the bidder only. ‘Specific Studies’ mean studies related to various environmental and social parameters such as flora, fauna, air, water, noise quality, etc. That may be required for gathering information for EIA/EMP; Post construction EIA; cumulative EIA and/ or Carrying Capacity studies etc. w.r.t. hydropower project.

Bids of only those Bidders who are meeting the Eligibility Criteria specified above will be considered for evaluation and award of the Contract. Bidder will submit requisite supporting documents and testimonials with their Bids to prove their credentials and claim of meeting the Eligibility Criteria.

Bidders will submit duly signed documents/ certificates as defined in the ITB. Failure to produce the certificates shall make the bid non-responsive.

In the event of the specified date for the submission of bids being declared a holiday for the Client, the hard copies of the documents will be received up to the specified time on the next working day. However, the date and time for online submission of the bids shall continue to be the date and time specified above or any amendment for the same.

Online submission of the bid will not be permitted on the portal after expiry of submission time and the bidder shall not be permitted to submit the same by any other mode. Similarly hard copy (ies) of the offline documents, if received by the Employer after the deadline for receipt of Hard copies prescribed in NIT, then it will be considered as ‘Late Bid’ notwithstanding the fact that the bidder has uploaded the bid online within the stipulated deadline. In such a case, the uploaded online bid on the portal shall be considered as non-responsive and shall not be processed further.

At any time prior to the deadline for submission of bid, the Employer may amend the Tender Document by issuing corrigendum/ addenda which shall be notified on portal https://eprocure.gov.in/eprocure/app . Therefore, the bidders are advised to visit the site regularly before deadline for submission of bids.

Bids will be opened as per the schedule at the aforesaid venue. In case the office happens to be closed on the date of opening of bid as specified, the same will be opened on the next working day at the same time and venue.

The bids, as well as all correspondence and documents relating to the qualification exchanged by the bidders and the Employer, shall be in the English language.

Employer reserves the rights to cancel the tendering process at any time before award of work without assigning any reasons thereof.

In case of any difference between wordings of English and Hindi version of ‘NIT’, English version shall prevail.
