Purpose of Consultancy

The purpose of this consultancy is to manage all aspects of the Household Surveys (baseline household data collection, entry and management) and conducting Focus Group Discussions (FGDs) for Disaster Risk Assessment Study in informal settlements and resettlement colonies of New Delhi.

Background

National Institute of Urban Affairs (NIUA) is a national level think tank on urban issues with a strong focus on research and policy action into aspects of vulnerability and resilience. NIUA is presently conducting a study on “Urban Disaster Risk Management in Informal Settlements and Resettlement Colonies”; in collaboration with the University of Hull, England.

Assessing informal settlements, with high vulnerability index, is important due to their dense spatial configuration, compromised accessibility, type of construction material and technology used, low risk perception, etc. The study will provide insights into existing built-form, availability of infrastructure and services, building materials used and other related vulnerabilities. The study will also focus on the socio cultural aspects of disasters, on the causalities, on accessibility of response mechanisms and post-disaster support available to the resident population.

The objectives of the study are as follows:

  • an assessment of the extent, scale, frequency, nature and variety of the risks posed by disasters including fire, earthquake, flooding, etc.;
  • local risk perceptions of the resident population; and
  • the practical improvement of disaster prevention, mitigation, preparedness and response in such locations through upgraded operational and policy interventions.

Scope of Work

The assignment includes the following tasks:

Conducting Household Surveys:

A household survey has to be conducted for a random sample of 250 households in each study settlement, taking on an average of twenty (20) minutes per household to get responses on the questionnaire. The Survey Agency will be provided a survey format (Annexure 2). The format will be  bilingual in both English and Hindi. Information will be collected through interviews as well as on field observations. The household survey shall include:

Human Environment Module, including individual level demographic, education, labor/employment and other information.

Physical Environment Module, including type and size of dwelling unit, type of mixed uses within the premise, building material, type of access and other information

Fire Environment Module, including fuel used for cooking, access to electricity and alternate sources of lighting, incidents of fire, reasons of fire starting and causalities thereof; and other information.

Other Disasters Module, including incidence of disasters, causalities, disaster preparedness, mitigation, post-disaster support available and other information.

Proposal Submission

The proposal to be submitted by the survey agencies to undertake this Consultancy should include:

Company profile

Prior experience of similar works (at least three), as mentioned in the Scope of Work

Institutional capacity to undertake and successfully complete the said consultancy

Technical proposal with

  • Methodology for conducting the surveys and FGDs
  • Field Work Plan in form of a Gantt Chart with all proposed activities, deliverables and timeframe for conducting HH Surveys and FGDs in all 10 settlements

Financial proposal

For selection of the survey agency, 70:30 weightages will be given to technical and financial proposal, respectively. For the duration of the consultancy, the selected survey agency will be coordinating with the Sector Coordinator – Housing (MPD), NIUA.
