Request for Proposal (RFP) for the “Development of a Programme Monitoring Framework and implementation of a baseline study on sexual harassment and other forms of violence against women and girls for a prevention programme implemented in 6 select tea estates of Assam, India and additional other 4 select estates in Assam.

Background

Gender based discrimination and violence against women (VAW) in public and private spaces is a universal challenge, and is considered as a major threat to realization of women’s human rights.

Global estimates show that over 1 in 3 women worldwide have experienced either physical and/or sexual intimate partner violence (IPV) or non-partner sexual violence (SV) in their lifetime1 , with this figure being as high as 7 in 10 in some countries. Research shows that VAW leads to a wide range of physical, mental and sexual health problems, including death, and it affects families and whole communities 2. It is also considered as a major factor hindering overall advancement of women and finally impedes the global agenda of gender equality and development.

The Purpose

The Theory of Change for the programme is aligned to the Theory of Change for the UN Women Flagship Programme Initiative on “Prevention and Access to Essential Services”. The assignment will develop a detailed Programme Monitoring Framework (PMF) with well-defined Outcomes, and Outputs with SMART indicators, in line with the TOC, that clearly capture the results and impact of the programme. Once the PMF is established a baseline assessment capturing key data on the indicators set in the PMF will be conducted, including indicators linked to the programme interventions in place.

The main data points for the baseline, which will also be substantiated by the PMF, would include women’s experience, and fear of three prevalent forms of violence – violence at home, in public places and work places as captured by the Scoping Study for the programme, redressal mechanisms and prevention interventions in place. The baseline would also include documenting challenges in the implementation of laws on sexual harassment and other forms of violence against women in the tea plantations. The baseline data gathered is expected to generate evidence regarding the following:

Expected impact-level indicators, in the sites of intervention measured at end of programme could include:

  • Increased feelings of safety of women and girls
  • Increased reporting of women and girls of IPV and other forms of GBV
  • Percentage of women reporting an increase in revenues, in the last 12 months
  • Reduction in physical and/ or sexual harassment of women in public spaces, in the last 12 months
  • Reduction in physical and/or sexual violence by a current or former intimate partner, in the last 12 months

Objectives

The objectives of the consultancy are:

  • To document the social and customary norms and practices contributing to violence against women in the select tea estates
  • To document the trends and patterns of violence against women and girls in the tea estates, as per impact level results identified in the programme.
  • To document the redressal mechanisms available to prevent violence against women and girls in the tea estates
  • To document the skills and strengths amongst women, adolescents and youth for improving employability and livelihood opportunities
  • Identifying, analysing and documenting the social norms initiatives that promote respectful relationships.

 Scope

The baseline study will be first conducted in the six tea-estates of Udalguri district of Assam, India namely:

(i) Borengajuli;

(ii) Attareekhat;

(iii) Dimakusi;

(iv) Paneery;

(v) Bhooteachang; and

(vi) Corramore.
