Guidelines of Submission of Tender Documents:

  • Before the bid is uploaded, the bid comprising of required documents should be digitally signed using digital signatures issued by an acceptable Certifying Authority (CA) in accordance with the Indian IT Act 2000.
  • It is advised that the bidder uploads small sized documents (preferably upto 5 MB) at a time to facilitate in easy uploading into e-tendering site.
  • Vendors/Bidders must use any computer having Windows 2000 or Windows XP Versions or higher of Window Operating System and an internet web browser version Internet Explorer Version 8.0 or higher is recommended.
  • However they have to give undertaking for agreeing to all the contents mentioned/ applicable in these documents, hosted on our official website but not uploaded by them.
  • Bid along-with required copies of documents should be submitted in electronic form & on-line only through IndianOil e-tendering system, failing which their bid is liable for rejection.
  • Bidders are advised in their own interest to ensure that bids are uploaded in e-tendering system much before the closing date and time of subject tender.

Methodology to Be Followed In Finalization Of Tender

  • Only the Bid, of those parties uploading their tenders before due date and time of submission, shall be considered for opening.
  • The techno-commercial bid shall be scrutinized & evaluated based on the qualifying parameters mentioned elsewhere in NIT and on the basis of the uploaded documents (for PQC as well as other mandatory documents) in e-tender portal.
  • Bidder is required to confirm their status on composition scheme along with documentary evidence.
  • In case bidder confirms the status as “Yes” under composition scheme, bidder need not to fill GST rate & Compensation Cess in BoQ, evaluation shall be done considering both GST rate & Compensation Cess as 0.00%.
