The Superintending Engineer, Harbour Engineering Department (North Circle), Puthiyanirath, Elathur(P.O), Kozhikode 673303, for and on behalf of the Governor of Kerala invites Item rate bids from Registered Contractors/Firms of state PWD/Irrigation Department, CPWD having class of registration as detailed below.

Rapid Environment Impact Assessment (EIA) Studies and Preparation of Environment Management Plan (EMP) and obtaining approval from Ministry of Environment and Forest, Government of India, for the proposed Fishing Harbour at Puthiyangadi in Kannur District

Tender documents and tender schedule may be downloaded free of cost from the e- GP Website www.etenders.kerala.gov.in. A bid submission fee of Rs 2,950 /- (Inclusive of 18% GST) shall be remitted online vide G.O. (P)No.429/15/Fin Dated 28/09/2015 in favour of Superintending Engineer, Harbour Engineering Department (North Circle), Kozhikode. All bid/ tender documents are to be submitted Online only and in the designated cover(s)/envelope(s) on the e-GP website except the ones specifically noted in the following paragraph which shall be submitted online and physically. Tenders/ bids shall be accepted only through online mode on the e-GP website and no manual submission of the same except the one specifically noted shall be entertained. Late tenders will not be accepted.

More details on EMD and cost of tender documents/bid submission fee are mentioned in the Form 83 document. Physical submission of all the above said documents shall be made through registered post, speed post, courier service or in person so as to reach the undersigned office on or before the time of opening of the tender, if not, the tender will be summarily rejected. The undersigned is not-responsible for any postal delay in this regard. The bids shall be opened online at the office of the Superintending Engineer Harbour Engineering North Circle on 29/05/2018 at 11.00 am by the Superintending Engineer/competent tender opening authority in the presence of the bidders / their representatives who wish to attend at the above address. If the tender opening date happens to be on a holiday or non-working day due to any other valid reason, the tender opening process will be done on the next working day at same time and place. The firm period of the tender shall be 60 days from the date of opening of the tender containing the price bid.

Bidders shall remit the tender fees and EMD using the online payment options of e-Procurement system only. Bidders are advised to visit the “Downloads” section e- Procurement website (www.etenders.kerala.gov.in ) for details of instructions on making online payment using Internet banking facility of SBT or by using NEFT/RTGS facility. Bidders opting for NEFT/RTGS facility of online payment are advised to exercise this option at least 48 hours before the closing of the bid to ensure that payment towards tender document fees and EMD are credited and confirmation is reflected in the e-Procurement system. The online NEFT remittance form provided by e-procurement system making a NEFT transaction is not a payment confirmation. KSITM/NIC/SBT/HED shall not be responsible for any kind of delay in payment status confirmation. For details on e-payment (online payment of EMD and cost of tender documents, please refer to G.O. (P)No.429/15/Fin Dated 28/09/2015. All amendment(s)/ corrigendum(s) shall be published on the e-GP website and bidders are advised to check the website regularly for the same. The department shall not be responsible for bidders negligence in checking the website regularly for any updates on this tender.
