Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Within the overall context of UN Women’s Strategic Plan for India, UN WOMEN MCO in New Delhi under the Governance Programme is concluding the implementation of a three-year project, “Gender Responsive Governance leading to better outcomes for women based on improved access to their rights and entitlements”. The programme has supported the central and state governments to strengthen the capacities of governance institutions to better leverage opportunities created for Gender Equality and Women’s Empowerment through legislation, policies and programmes. The project has focused on advancing this objective by supporting civil society participation as well as government transparency and accountability for gender responsive governance.

The focus of the programme has been to:

  • Develop a body of evidence to inform and enhance the capacity of governance institutions to leverage opportunities created through legislation, policies and programmes;
  • Pilot test gender responsive implementation of flagship schemes to inform policy change on mainstreaming gender issues;
  • Strengthen the capacity of national and state level government institutions to deliver on international and national commitments on women’s rights and gender equality.

The Purpose:

The main purpose of developing the short films (3-5 minutes for each video, including interviews and inforgraphics) is to document the results achieved and stories of change, at the national, sub national and community level through the three-year project on Gender Responsive Governance in the states of Andhra Pradesh, Delhi, Karnataka, Madhya Pradesh, Maharashtra, Odisha, Rajasthan and Telangana.

Scope:
Capturing voices of women and girls who were direct beneficiaries of UN Women’s programme, views of government and civil society stakeholders, media personnel and academicians. The video will also include statistics on different gender issues, and data facts on change translated on ground. The agency is expected to provide a comprehensive treatment note for eacj of the 4 videos (3minutes duration). The video might also require weaving of existing raw footage available with UN Women under the same programme, along with production of fresh video footage.

The agency applying for this RFP must have the following:

  • Portfolio in making films on issues of gender equality.
  • Experience of making films for digital media space.
  • Experience of working with international not-for-profit organizations and other UN agencies desirable.

Evaluation Methodology and Criteria:

Preliminary Evaluation

The preliminary evaluation is done to determine whether the offers meet the administrative requirements and Eligibility Criteria of the RFP. Legal Capacity: Bidders may be a private, public or government-owned legal entity or any association with legal capacity to enter into a binding Contract with the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women).

Conflict of Interest: Bidders must disclose any actual or potential conflict of interest and they shall be deemed ineligible for this procurement process unless such conflict of interest is resolved in a manner acceptable to UN Women. Conflict of interest is present when:

A Bidder has a close business or family relationship with a UN Women personnel who:

  • are directly or indirectly involved in the preparation of the bidding documents or specifications of the contract, and/or the bid evaluation process of such contract; or
  • would be involved in the implementation or supervision of such contract;
