Background

Government of Andhra Pradesh (GoAP) envisages setting up in 321 Higher secondary Schools and 128 Upper Primary Schools in 59 Urban Local Bodies, a “Thin client system” connected to a Desktop which in turn is connected to cloud, through the DMA project as an important initiative of the State’s e-Governance implementation program. Education, Skills and knowledge are the driving forces of economic growth and social development for any country. These systems are primarily setup for conducting free and fair online examination to test the knowledge acquired at these schools in Andhra Pradesh.

Scope of Work

Government of Andhra Pradesh – DMA, proposes to setup a Real time online examination system at Higher secondary and Upper Primary schools in Andhra Pradesh state. This scheme addresses the need for students to use technology in their everyday learning and appear in free and fair test of knowledge through an online examination system initiative.

Eligible Bidders

This Invitation for Bids is open to all suppliers from eligible source countries as defined in Guidelines Procurement under IBRD Loans and IDA Credits, dated January 1995, revised January & August 1996, September 1997 and January 1999, hereinafter referred as the IBRD Guidelines for Procurement, except as provided hereinafter.

Bidders should not be associated, or have been associated in the past, directly or indirectly, with a firm or any of its affiliates which have been engaged by the Purchaser to provide consulting services for the preparation of the design, specifications, and other documents to be used for the procurement of the goods to be purchased under this Invitation of Bids.

Government-owned enterprises in the Purchaser’s country may participate only if they are legally and financially autonomous, if they operate under commercial law, and if they are not a dependent agency of the Purchaser.

Content of Bidding Documents

The goods required, bidding procedures and contract terms are prescribed in the bidding documents. In addition to the Invitation for Bids, the bidding documents include:

  • Instruction to Bidders (ITB) ;
  • General Conditions of Contract (GCC);
  • Special Conditions of Contract (SCC) ;
  • Schedule of Requirements;
  • Technical Specifications;
  • Bid Form and Price Schedules;
  • Bid Security Form;
  • Contract Form;
  • Performance Security Form;
  • Performance Statement Form;
  • Manufacturer’s Authorization Form;
  • Eligibility for the provision of goods, works, and services in Bank-financed procurement; and
  • Equipment and Quality Control Form.

Preparation of Bids

Language of Bid

The bid prepared by the Bidder, as well as all correspondence and documents relating to the bid exchanged by the Bidder and the Purchaser, shall be written in the English language. Supporting documents and printed literature furnished by the Bidder may be in another language provided they are accompanied by an accurate translation of the relevant passages in the English language in which case, for purposes of interpretation of the Bid, the translation shall govern.
