RFP invites for development of Clean Energy road map for Uttarakhand Renewable Energy Development Agency (UREDA)

Context of the Requirement Strengthening State Strategies for Climate Actions is a project, being implemented by United Nations Development Programme (UNDP) in partnership with Swiss Agency for Development and Cooperation (SDC) & Ministry of Environment, Forest and Climate Change (MoEFCC) The overall goal of the project is to integrate climate actions into subnational planning, benefitting local communities in India. The goal is to be achieved by strengthening capacities of state nodal agencies on climate change and focus sectoral departments to plan and undertake specific interventions in climate sensitive sectors impacting large sections of vulnerable communities in these states. The interventions include mobilization of appropriate expertise, capacity building of resource persons/institutions, support to strategy implementation and knowledge sharing amongst states and across other countries embarking on subnational planning for climate change. Relevant sectorspecific international expertise is being made available to the state governments as required.

Brief Description of the Required Services

The assignment is intended to develop a road map for UREDA to comply with the state and national goal of rapid deployment of renewable energy technologies (herein after to be referred as RE) and implementation of energy efficiency measures (herein after to be referred as EE) along with detailed action plan for achieving the roadmap.

Scope of Work

The assignment is intended to develop a road map for UREDA to comply with the state and national goal of rapid deployment of renewable energy technologies (herein after to be referred as RE) and implementation of energy efficiency measures (herein after to be referred as EE) along with detailed action plan for achieving the roadmap. The detailed scope of work for preparation of the road map and development of time bound (short term 2020 and long term 2023), result oriented and implementable clean energy action plan (Renewable energy and Energy Efficiency) is outlined below.

List and Description of Expected Outputs to be Delivered

The deliverables for this task include:

• Situational analysis of present electricity scenario in the state and mapping of electricity demand till 2023
• Setting the target (RE and EE) and landscape mapping of the ecosystem required for implementation of the target
• Framing of the detailed activity plan for achievement of RE and EE deployment target, prioritisation of the proposed actions and developing MRV framework
• Policy Recommendation

Criteria for Essential

Eligibility/Qualification

The agency should have been in the business for 5 years

The agency should have experience of working on energy policy, market assessment and development of business model in renewable energy sector.

Team Leader should be Graduate in Engineering with minimum seven years of experience in technical consulting
