RFP Title: Hiring an organization to effectively run an Integrated Rehabilitation -cum- Resource Centre (IRRC) in New Delhi and a State Resource Center (SRC) in Ranchi for facilitating rescue, repatriation, and rehabilitation of trafficked survivors (children, adolescent girls, and women) and missing ones

About the Organisation:

The Jharkhand Women Development Society (JWDS), an autonomous body set up under Department of Women, Child Development & Social Security (DWCD&SS), Government of Jharkhand is implementing a scheme that provides for running Integrated Rehabilitation -cum- Resource Centre (IRRC) in New Delhi &a State Resource Center (SRC) in Ranchi in an effort to save lives of children, adolescent girls and women missing or trafficked from their home.

Objectives:

a. To strengthen the interstate coordination mechanism for trafficked survivors

To run the IRRC in New Delhi & SRC in Ranchi, Jharkhand for JWDS, DWCD&SS, Government of Jharkhand.

Support the Government tooperationalize Standard Operating Procedures for effective functioning of the State Resource Centers and ensure that comprehensive restoration protocol is followed for trafficked survivors.

Ensure functioning of existing Helpline number (1800-200-2325 & 10582) for reporting of missing children, women and children in distress.

Serve as a Knowledge and Service Centre for children & women and generate evidence of Good Practices

b. Protection of children from physical and sexual violence

Facilitate rescue, repatriation and rehabilitation of children and women who have been trafficked or are missing or are in distress, with their families, for them to live with dignity and respect.

Resource Centers will serve as Crisis Management Center and as Grievance Redressal Cell for women and children living in difficult situation.

Mandatory Eligibility Criteria:

  • The applicant organization should be in operation for at least 10 years as on the last date of submission of proposal.(Registration certificate/Incorporation certificate to be enclosed);
  • The applicant organization should have an average annual turnover of at least INR 10 Crore in over a period of the last three financial years. i.e for financial year (2014-15, 2015-16 & 2016-17);
  • The applicant organization should have at least 5 years of demonstrated experience in handling rescue, repatriations and rehabilitation of trafficked survivors;
  • The applicant organization should have never been blacklisted by any Government or any of its agencies. Self-declaration to this effect on Non-Judicial Stamp Paper is to be given as per TECH-3 mentioned in Request for Proposal (RfP) document. It is mandatory to submit this declaration along with the proposal.

Desirable Criteria

  • Experience in managing/operating resource center working for rescue, repatriations and rehabilitation of trafficked survivors;
  • Experience in managing Helpline Numbers to support Women and Children in distress;
  • Experience of training and case management pertaining to rescue, repatriations and rehabilitation of trafficked survivors;
