About Organisation:

Assam State Rural Livelihoods Mission Society (ASRLMS) is an autonomous body formed under the Panchayat and Rural Development Department, Govt. of Assam and registered under Societies Registration Act, 1860. It has been designated by Govt. of Assam to implement the Deen Dayal Antodya Yojana National Rural Livelihoods Mission as well as the Deen Dayal Upadhaya Grameen Kaushalaya Yojana (DDU-GKY) - a programme for skill development and livelihoods opportunities for rural youths in the state.

The Assam State Rural Livelihoods Mission Society has been set up with the aim to reduce poverty among rural BPL through building strong grassroots institution of the poor. ASRLMS has multi pronged approach to strengthen livelihoods of the rural poor by promoting women SHGs, providing skill development and placement for youth for wage based occupations in different private/business organizations and imparting self employment oriented training through banks.

Purpose of RFP:

• ldentification of geographical area of implementation & selection of beneficiaries.
• To make better utilization of resources for Pig rearing round the year with proper planning.
• Increase household income and enable sustainable livelihood mechanism
• Live Stock insurance.
• Increase in productivity.
• Scientific Management of Pigs.
• To create awareness about the importance of scientific management of pig.
• Handholding support to the targeted beneficiaries.

Scope of work:

The Scope of Work for the Agency shall be, but not limited to the following: -

A. Submission of Action Plan:

Based on this TOR the consultant will draw up a Plan of Action with time lines for roll out of the key tasks and submit the same to CEO/SMD. The Plan of Action will also include the proposed approach for providing technical assistance and implementation support to SRLMs for capacity building & market linkages, Value Chain Development, methodology. a broad time frame and budget. lt will also explain how the involvement of Mission Staff and stakeholders will be ensured. The Plan of Action will include a clear description of the different product groups to be analyzed. The selection & identification of Beneficiary with list should be submitted in Action Plan.

B. Development of Commodity Value Chains

The consultant is required to develop piggery value chain which lead to improvements in value chain performance in the Handloom sector to ensure better price realization for the producers in terms of: (i) by improving the quality of piglets (ii) reducing the cost of production (iii) maintaining the quality of the Piglets (iv) Scientific management of piglets; (v) minimizing transactional costs; and (vi) improving the capacity of chain actors to follow and assimilate technology and market developments. The consultant is required to come up with a detailed tools, techniques and guidelines for value chain development.

Eligibility Criteria:

• The Agency must be incorporated & registered in India, under the Indian Companies Act /Societies Registration Act/Trust Actlany other Act in India and should be in operations in India for minimum of 5 years.
• The Agency should have minimum average annual turnover of INR 50 Lakhs. or above for the last financial years (2014-15, 2015-16,2016-17) during the last three financial years. (Copies of Audit Reports to be furnished)
• The Agency must have at least Two (2) prior project experiences / assignment in executing in Livestock based livelihoods promotion projects under Central/State Govt during the last 3 years. (Copies of Work Order & Completion Certificate to be furnished)

Required Documents:

• Document (s) to demonstrate that thefirn is in the businessfor the last Five (5) years;
• Details of Work Experience and Similar Assignments undertaken to support the short-listing criteria accompanied by completion or acceptance certificate(s),'
• Self- certified details of available Key Professional with domain expertise and experience as per Terms of Reference,'
• Audit Reports along with Certificate from the statutory auditors/ Chartered Accountant certifuing the year wise amount of turnover from 'consultancy business' during the last three (03)financial years (2011-15, 2015-16 and 2016-17).
• Undertaking that the Bidder should not have been blacklisted by any Central / State Government (Central/State Government and Public Sector) or under a declaration of ineligibility for corrupt or fraudulent practices.
