RFP invites for promote renewable energy access and to leverage innovative financing for Renewable Energy based enterprises / livelihood development in Jharkhand

Context of the Requirement:

UNDP in partnership with MoEFCC and with support from Global Environment Facility (GEF) is implementing a project on “Market Transformation and Removal of Barriers for Effective Implementation of the State-Level Climate Change Action Plans” with an overall goal to reduce GHG emissions achieved through implementation of Renewable Energy and Energy Efficiency solutions at the state level. The Jharkhand state action plan on climate change - SAPCC emphases on harnessing renewable energy potential of the state and promoting distributed power generation facilities. Jharkhand SAPCC also recommends promoting clean energy options in rural and urban areas of the state. To meet this objective laid down in the SAPCC of Jharkhand UNDP intends to leverage innovative financing for promoting renewable energy based lively hood activities in rural and peri urban areas of the state.

Objective

Objective of this RFP is to engage an agency to promote renewable energy access and to leverage innovative financing for RE based enterprises/ livelihood development in Jharkhand. This objective is to be achieved through technical and financial handholding of identified beneficiaries.

Brief Description of the Required Services

Objective of this RFP is to engage an agency to promote renewable energy access and to leverage innovative financing for RE based enterprises / livelihood development in Jharkhand. This objective is to be achieved through technical and financial handholding of identified beneficiaries

The deliverables for this task include:

• Identification of 10 RE based enterprises/ livelihood activities in each of the 24 districts of Jharkhand
• Development of business plan and financial feasibility report for five selected enterprises in each of the 24 districts
• Fund mobilization for all the business plans developed
• Handholding support to all the beneficiaries for execution of their business plans

Criteria for Essential

Eligibility/Qualification

The agency should have experience of working in renewable energy and/or livelihood support

Livelihood Expert-cum-Team Leader should be post graduate in social science/science/ engineering/ management with minimum 7 years of experience in development and implementation of livelihood programmes OR graduate in social science/science/ engineering/ management with minimum 10 years of similar experience.

Renewable Energy Expert should be post graduate in engineering with minimum 7 years of experience in renewable energy sector OR graduate engineer with minimum 10 years of similar experience.

Finance Expert should be post graduate in social science/science/ engineering/ management with minimum 7 years of experience in fund raising/ loan syndication/ project financing/ micro-financing/ venture capitalist OR graduate in social science/science/ engineering/ management with minimum 10 years of similar experience.

Deadline of Bid Submission Date and Time: As specified in the system (note that time zone indicated in the system is New York Time zone).

Please Note:-

Date and time visible on the main screen of event (on e-tendering portal) will be final and prevail over any other closing time indicated elsewhere, in case they are different.
