Introduction: -

The Ministry of TribalWelfare, Government of lndia has launched a scheme named Skill Development/Placement Linked Employability Training Programme with an aim to meet the special development needs and well being of the people living in remote and inaccessible areas with the entire essential infrastructure through convergence of SCA to TSP schemes and participatory approach' Considering the objective of well- being of unemployed youths of TTAADC areas , the authority of TIAADC has decided to utilize the funds of SCA to TSP for creating opportunities of employment and livelihood for the un employed youths of TTAADC. The aim is to provide gainful employment opportunities to unskilled ,semi-skilled, school dropouts' unemployed youths of TTAADC areas and to get salaried jobs in the different sectors to have sustainable livelihood.

 Scope of Assignment:

The eligible Private/Government Sector Training Providers who have partnership with NSDC and empanelment with Directorate of Skill Development shall be engaged by the TIAADC. The selected training partners shall carry out counseling, training eertification and make self employed the trained. The training shall be imparted based on NSQF identified course & duration in the selected trades such as Tailoring, Motor driving, Data Entry operator, beautician, Mobile repairing & Carpentry.

Objective of the Project:

The basic objective of this Training Programme is:

To provide an asset to the unemployecl youths of TTAADC areas in the form of skills for sustainable livelihood.

To increase the income of unemployed youths of TTAADC ,through structured, market-oriented certificate courses that can provide salaried employment opportunities which will eventually lead to better living standards anil alleviation of rural poverty on a sustainable basis and*Ensure inclusive growth with increased contribution of skilled rural youths to the National Economy.

Selection Procedure:

There will be two - bids system, one is TECHNICAL BID and the other is FINANCIAL BlD.

The technical Bid should contain all the documents and technical experience as required in 3.4 of RFP.

All documents should be in binding position with INDEX and page NO.

The Technical Bid should be in separate cover containing all the required document and there will be clear writing on the cover "Technical Bid".

The financial Bid should be submitted only in the FORMAT supplied in RFP at 3.6 and it should be in a separate cover writing "FINANCIAL BlD."

Both the covers of technical and financial Bid should be in one big size cover and the cover should be  clearly written "TENDER FOR imparting training for Skill Development (self Employment) training programme within TTAADC, 2018-19.

Roles & Responsibilities of the Training providers:

• Identifying rural youth with the assistance of concerned ZDO and ZDC/SZDO and SZDC.
• Structuring the required training & skill up gradation inputs.
• Sourcing the required training & skill up gradation resources.
• Training in the identifies employment areas.
• Ensuring the quality in the training as per the required standards and specifications.
• Regular Assessment during the training.
• Coordination with the employers and industrial networking for self employment.

Modification/ Substitution/ Withdrawal of Proposals:

• No change in or supplementary information to a proposal shall be a accepted once the Proposal is submitted.
• Any Alteration/ modification in the Proposal or additional information supplied subsequent to the Proposal Due Date, unless the same has been expressly sought for by Chief Executive Officer, shall be disregarded.
• The Proposal and any additional information requested subsequently shall also bear the initials of the Authorized Signatory and stamp of the entity thereof on each page of the Proposal.
