RFP is invited for selection of NGO (Non-Government Organisations) as a ‘Support Organisation’ for ensuring successful implementation of project of Organic Farming under Paramparagat Krishi Vikas Yojna (PKVY) in 33 districts of the state. Review, selection procedure and additional information furnished along with application form will be part of Request for Expression of Interest (REOI) to be placed on website of the Department of Agriculture, U.P. (agriculture.up.nic.in).

Background

Organic Farming is the agricultural system which aims at cultivation of land in such a way so that the soil is kept dynamic with living activities and in a good health, at the same time keeping the environment clear, maintaining the ecological balance and providing stability to the production level without polluting soil, water and air. In this method the use of chemicals is kept at its minimum i.e. to the level of base necessity. This method is self sufficient and self dependent with the best use of natural resources & biodiversity. In fact, it is the only means to achieve the sustainable target of Production and Productivity. Department of Agriculture, Uttar Pradesh is implementing Organic Farming under Paramparagat Krishi Vikas Yojna (PKVY) in 33 districts during the year 2017-18. In this regard, Request for Proposal

(RFP) is invited for selection of NGO as a “Support Organisation” for successful implementation of the project of organic farming under Paramparagat Krishi Vikas Yojna (PKVY).

Responsibilities of NGO

  • NGO should have sufficient staff at cluster, district and state level for the timely implementation of the project activities.
  • Implementation of all activities of project with in time schedule and under the supervision of State and District level Officers of Department of Agriculture, Uttar Pradesh.
  • Preparation of all plans for project and project activities.
  • PGS-India Certification work of Cluster.
  • Preparation of all reports relating to project and computerisation of all project reports.
  • Any other requirements desirable about project.

Eligibility Criteria for Selection of NGOs

With Experience in the field of Organic Farming, NGO would be selected as support organisation (SO) on the basis of following criteria in the Project of Organic Farming under Paramparagat Krishi Vikas Yojna (PKVY) for the year 2016-17:-

1- Registered NGO under society Act and other Acts prevailing in the country.

2- Registration of NGO must be at least five years old (as on 31-03-2017).

3- NGO will submit an affidavit about that the NGO has not been Black-listed and terminated by any Government (State/Central) and Other Organisations or International Donner in respect of any assignment or behaviour.

4- The NGO shall required to be a Regional Council nominated by NCOF, Ghaziabad under PGS-Certification and have capability to ensure the work of buy back of organic produce by farmer’s.

5- The NGO should have an organisational mandate for implementation & management of Organic Farming work and should have participated in Agricultural development related project.

6- The NGO should be a non-government entity & with no religious / political/government representation.

7- Staff composition should be such as either already endowed or be in a position to deploy appropriate staff. Staff must be qualified in agricultural background & know the local language & should be aware with Organic Farming activities.

8- Average annual turnover of the NGO for the last three financial years should not be less than Rs 50 lakhs of the NGO. Copy of Bank Statement/passbook should be attached with proposal.

9- Financial audited statement of accounts for the last three financial years (2014-15, 2015-16 and 2016-17) must be submitted.

10- The NGO shall submit a bank guarantee of Rs 10 Lakhs while entering into MoU with department of Agriculture Uttar Pradesh. The NGO shall also required to attach th Bank Guarantee on prescribed proforma of the concern bank. The period of bank Guarantee should be valid upto 36 months from the date of signing MoU.

11- The NGO should be familiar with government development programs/ projects and be in a position for dovetailing with those programmes/projects.

12- The NGO should be free from litigation.
