Re-Request for Expression of Interest for Hiring of System Integrator for Design, Development and Operationalization of Web Based Management Information System(MIS) for Tejaswini Project

Background

The Department of Women, Child Development and Social Security (DWCDSS), Government of Jharkhand is implementing ‘Tejaswini: Socio-economic Empowerment of Adolescent Girls & Young Women  project with the support of the World Bank. The project aims to improve completion of market-driven skills training and secondary education for adolescent girls and young women (AGYW) of age group 14-24 years in 17 selected districts of Jharkhand. Jharkhand Women Development Society (JWDS) under Department of Women, Child Development & Social Security is the implementing agency of the Tejaswini Project. JWDS is an autonomous society set up by the Government of Jharkhand with the objective to implement and manage state-level women development programs.  

Tejaswini project emphasizes two basic levels of intervention. The first is the community-level where community-based platforms (“clubs” and “cluster centers”) will be formed for AGYW to come together for regular activities, counseling and guidance, life skills education, livelihood support services, and information on, and access to, broader services and opportunities—especially project-contracted training and courses delivered at the institution-level. The second is the institution-level, where partner institutions through performance-based contracts will deliver vocational skills training, business skills training and non-formal education to a subset of AGYW. All these will create an enabling environment and ensure AGYWs participation by addressing critical constraints.

The Project intends to use a fully automated system for the registration, enrollment, attendance, service provisions, payments, grievances, among others. Accordingly, the Project intends to design, develop and deploy a comprehensive Management Information System (herein after called Tejaswini MIS). The Tejaswini MISplatform is expected to facilitate a consolidated approach towards effective program administration, monitoring and comprehensive recordkeeping for real-time decision making and facilitating improved service delivery and transparency. JWDS is seeking to engage a qualified and experienced SI for undertaking design, development and operationalization of the Tejaswini MIS.

Objective

The main objective of this assignment is designing, developing and operationalizing a centralized and scalable web based Tejaswini MIS platform that facilitates end-to-end automation of the core business functions of Tejaswini project. In this regard, the objectives are to achieve the following milestones as a part of this project execution -

• Conduct comprehensive System Requirement Study and develop a detailed System Requirement Study Document (SRSD) for review and approval by JWDS;
• Conduct a hardware and networking needs assessment and develop an assessment report for review and approval by JWDS;
• Develop a System Design Document (SDD) as per the approved SRSD and obtain SDD approval;
• Develop or build the centralized web based Tejaswini MIS Platform (System Development) as per the agreed SRSD and SDD;
• Perform Data migration of existing data available data into new system;
• Conduct System installation, configuration on the TejaswiniMIS hardware procured (hardware procurement is not a part of this assignment);
• Conduct System testing;
• Conduct MIS user training for JWDS staffs at various levels including its stakeholders;
• Obtain Operational acceptance of Tejaswini MIS Platform developed;
• Provide system warranty and implementation support services for 24 months

Service Requirements 

The SI is expected to comply the following requirements: -

Hardware:

The firm is expected to conduct a hardware and networking needs assessment and develop a comprehensive technical specifications and bills of quantity of all the required hardware and IT equipment including the networking arrangement for deploying the system in accordance with the business objective of the project. The high level requirements on this shall be as follows: -

•             Conduct a hardware and networking need assessment during the system requirement study phase of the project and deliverable the following:

1. Hardware and Networking Need assessment report including proposed hardware and network architecture
2. List of hardware, IT and networking equipment to be procured and their full specifications
3. Bills of Quantity based on the requirements

Note: The client will procure the equipment under a separate package based on the approved hardware specifications and Bills of Quantity developed by the SI. It is to be noted that the SI and its associates (if any) is not allowed to participate in the hardware procurement bidding.

Minimum Team Composition and Local Presence Requirements(Indicative)

The assignment is expected to have the following team resources during the project duration.

• Team Leader
• System Analyst
• Hardware/Networking Specialist
• System Developers
• Database Administrator
• Training Specialists
• Warranty and implementation support team

Key Deliverables

Following broadly outlines the key deliverables under this assignment: -

• A comprehensive System Requirement Study (SRS) and a System Requirement Specification Document (SRSD);
• Hardware and networking needs assessment in the context of implementing Tejaswini MIS and assessment report;
• System Design Document (SDD) as per the approved SRSD
• Tejaswini MIS(System Development) as per the agreed SRSD and SDD;
• Develop and implement data exchange mechanism between Tejaswini MIS and other relevant third party databases/systems
• System installation, configuration on the Tejaswini MIS hardware procured (supply of hardware is not a part of this assignment);
• System Testing
• MIS user training for staffs at various levels;
• Operational acceptance of the system developed;
• Handover of application source code and all technical documentation related to Tejaswini MIS;
• System warranty and implementation support services

Period of Consultancy:

The period of assignment will be three years effective from the contract signing date, subject to satisfactory performance determined by the JWDS. Any change in the period of assignment will only be made after mutual review by both the parties.

 The Expression of Interest, complete in all respect, must be submitted in hard and soft copy at the address specified in Re-REoI through Registered Post/Speed Post/Courier/by Hand only by  1600 hrs (IST) on 30^th November, 2018
