Odisha State Medical Corporation Limited (OSMCL) has been incorporated on 8th November, 2013, under the Companies Act, 1956, in pursuance to the Government Resolution No. 8844, dated 26th June, 2013, to act as an independent procurement agency for the Department of Health and Family Welfare, Government of Odisha. OSMCL has the key functions like timely procurement of quality medicines, surgical, equipment, instruments, furniture etc. through fair, transparent and competitive bidding process.

OSMCL invites Request for Proposal (RFP) from interested Training Agencies/ Govt. Training Institutions/Registered Private Training Institutions/ Organizations/ Premier Educational Institutions in India for selection of Training Partner for need assessment study and conducting training & capacity building programmes for the employees of the Corporation.

The basic objectives of this Request for Proposal (RFP) for selection of Training Partner for OSMCL are as follows:

a. Identifying the gap between skill, knowledge and competencies among the employees of the Corporation on an individual basis.

b. Training need assessment of every employee of the Corporation.

c. Conducting training on broad areas such as Warehouse Management, Inventory Management, Quality Assurance, Procurement of Drugs & Surgical, Procurement of Equipments, Human Resource Development, Financial Management etc.

d. Assessment of training effectiveness.

 Scope of Work:

The training partner shall be responsible for –

a) Identifying and analysing the training needs of each employee of the Corporation which is to be completed within 45 days of signing of the contract.

b) Designing of training programmes and modules to bridge the gap between the skills, knowledge and competencies of each employee. The training partner is required to submit a complete report on the gap.

c) Preparing a comprehensive report in consultation with OSMCL which will include designing of the training programmes, tools & methodologies, team composition, deliverables, time plan, budget, etc.

d) Conducting training programmes on broad areas such as Warehouse Management, Inventory Management, Quality Assurance, Procurement of Drugs & Surgical, Procurement of Equipments, Human Resource Development, Financial Management, etc. or such areas that will enhance the productivity of the employees.

e) Selection of experts/ resource persons, arrangement of training materials and conducting of training. Training as far as practicable shall be conducted in OSMCL office.

f) The training methodology will be adopted by the training partner only after the same is approved by the Corporation.

g) Preparing a training calendar.

h) The training partner shall evaluate the training effectiveness in a phase wise manner:

  1. 1st phase will include evaluation of trainees at the end of training programme.
  2. 2nd phase will include evaluation of trainees by his reporting authority  after two months of completion of training programme.
  3. Identification of the re-training programmes, immediate training programmes through effective training evaluation.
  4. Training partner shall be responsible for maintenance of MIS.

Eligibility Criteria for Participating in the RFP :

Agencies/organisations/institutions wishing to participate in the Request for Proposal (RFP) must have -

a)      Minimum 3 (three) years of experience as on last date of submission of this RFP in carrying out aforementioned activities mentioned in the scope of work for any Government/ PSU/ Private Sector Organisation. (Self-attested copies of Work Orders/ Agreements/ Completion Certificates in support of work done during the last 3 financial years i.e. 2014-15 to 2016-17 to be furnished)

b)      Undertaken the activities as mentioned in the scope of work in three or more nos. Of Government/ PSU/ Private Sector organisation during the last 3 financial years i.e. 2014-15 to 2016-17. (Self-attested copies of Work Orders/ Agreements/ Completion Certificates in support of work done during the last 3 financial years i.e. 2014-15 to 2016-17 to be furnished)

c)       Conducted minimum 15 nos. of similar kind of training programmes as per the scope of work during the last 3 financial years i.e., 2014-15 to 2016-17. (Self-attested copies of Work Orders/ Agreements/ Completion Certificates in support of work done during the last 3 financial years i.e. 2014-15 to 2016-17 to be furnished)

d)      Conducted minimum of 03 nos. of similar kind of training programmes for a minimum of 50 persons per training during the last 3 Financial Years i.e. 2014-15 to 2016-17. (Self-attested copies of Work Orders/ Agreements/ Completion Certificates in support of work done during the last 3 financial years i.e. 2014-15 to 2016-17 to be furnished)

e)      Average annual turnover of not less than Rs.50 lakhs during the last three financial years i.e. 2013-14, 2014-15 & 2015-16 or 2014-15, 2015-16 & 2016-17 (Self-attested copy of annual turnover statement (original) certified by a Chartered Accountant for last three financial years i.e. 2013-14, 2014-15 & 2015-16 or 2014-15, 2015-16 & 2016-17 (provisional turn over shall not be considered) as in Annexure III to be furnished)

The agencies/ organisations/institutes are requested to submit the application in the prescribed format at Annexure–I in duplicate through Registered Post/Speed Post/ Courier on or before 03.11.2017 by 5 PM at the address given below –
