Invitation for Proposal Submission

You are hereby invited to submit a financial proposal for data collection of the survey in digital form as part of an Impact Evaluation Study. The study is in the Education sector and involves household surveys in 1 district in the state of Karnataka. The confirmation of intent to submit the bid must be sent by 11^th November 2018, 5:00 pm and the Financial Proposal by 14th November 2018, 5:00 pm to the below mentioned email.

Introduction

The project is in the education sector and involves data collection from the parents of school going children. The study intends to look into the socio-economic realities of the students and its correlation with the rates of enrolment, attendance, transition in the associated schools and the probability of pursuing Higher education (graduation).

The contracted Survey Agency will have to undertake household surveys in digital form in multiple villages spread across a single district of Karnataka. The concerned study is a large-scale project. Further details about the study will be shared with the agencies after a confirmation of intent is made by them. 

Since the stakeholders involved in the study belong to the rural areas of Karnataka, the field team including the supervisors and enumerators should be native Kannada speakers. 1 person should be assigned as a dedicated point of contact for Outline India. This individual should be proficient in 2 languages: (a) English/Hindi and (b) Kannada.  

The following services are required from the selected agency:

a)       Pilot of the survey

b)       Household level Data Collection (Quantitative)

c)       The tablets for the surveys

d)       Field progress report on a daily basis provided to OI

All travel, accommodation, boarding, lodging etc of investigator or supervisor to be arranged by the selected agency.

b)       Finalized research tool

c)       Supervisor and Enumerator Training

d)       Arranging Training venue

Submission by the Agency

a)       All data collected from respondents is to be uploaded on a daily basis onto the Outline India server

Evaluation of the Contract

Given the scale of the study, the competitiveness of the total daily rates for the field staff is very important. The quality and the competence of the service providers are the other two factors which will be considered while shortlisting the agencies. 

The submissions will be evaluated on the following criteria:
