About the Organization
Aide et Action, India (AEA) is a Not for Profit entity under Sec 25/8 of Indian Companies Act 1956 on 9th May, 1988 in Chennai, India. AEA’s vision is “Changing the world through education” and it’s mission is “To ensure access to quality education for the most vulnerable and marginalized populations, especially children, so they can take charge of their own development and contribute to a more peaceful and sustainable world”. AEA’s focus is on three program priorities: (i) Early Childhood Care and Education, (ii) Access and Quality of Education for Primary and Secondary Level and (iii) Lifelong Learning and Vocational Training. AEA also take into account the most pressing issues such as; climate change, peace education and migration.
About the Proposal
The “Addressing COVID-19 Learning Gap Project” was initiated in November 2021 with the aim to mitigate the learning loss of rural government school-going children in Assam caused by the prolonged school closures because of the COVID-19 pandemic. The project is implemented in 725 government run schools including lower primary, upper primary, high schools and higher secondary schools in 7 poorest districts of Assam namely Dhemaji, Lakhimpur, Biswanath, Baksa, Nalbari, Barpeta and Kamrup. The primary stakeholders of the project are the children and teachers of the schools, while the secondary and tertiary stakeholders comprise the parents, School Management Committees, Mothers Groups, community volunteer groups and the Block, District, State level line departments and officials.
This project focused on helping 80,000 children aged 8-14 improve their basic literacy and numeracy skills and offered additional support in STEM and career counselling to 20,000 high school students, particularly girls.
Key strategies included:
- Using local education facilitators with digital tools to teach foundational skills.
- Training government school teachers to deliver remote education.
- Engaging volunteers to support out-of-classroom activities.
- Collaborating with government to enhance digital infrastructure in schools.
The project aimed at improving access and quality education through:
- R1: Accelerated learning support to improve basic Literacy and Numeracy competencies to 80,000 rural school children of class IV to class VIII, which have been affected due to long school closures and lack of digital infrastructure.
- R2: Promotion of 21st century skills of 30,000 children from Class VI to Class X through STEM interventions in Upper Primary (ME) and High/Higher Secondary Schools.
- R3: Providing support in developing one school as a hub school in each cluster. Total 100 hub schools supported.
- R4: Providing career guidance and life skills support to 20,000 students from classes IX to XII of High/ Higher Secondary schools.
- R5: Providing capacity building support to 3000 teachers on improving Language and Mathematics education, Digital Pedagogy, STEM and Coding, And Psycho-Social Support.
R6: Strengthening Community participation in education continuity.
The project ended in September 2024. An impact assessment is now planned to measure long term change that the project has brought about in the target areas and population.
The impact assessment will assess:
- The effectiveness of the remedial learning support in the improvement of students' foundational literacy and numeracy skills and retention status among the targeted students.
- The effectiveness of STEM support and life skills support in improving students' skills and career readiness.
- The success of teacher training and ICT based education delivery.
- The effectiveness of the support to hub schools.
- The impact of volunteer and community involvement in supporting education.
- Overall sustainability of the observed changes.
Scope of work:
Aide et Action (AEA) seeks a consultant / consulting firm to collect and analyze qualitative and quantitative data for conducting an impact assessment of the ‘Addressing Covid-19 Learning Gap’ project implemented in Assam since November 2021. The impact assessment is crucial for evaluating the project's outcomes and impacts, and providing evidence for future initiatives. The assessment would determine quantitatively and qualitatively the current situation in relation of the main elements of the projects (status of children’s competencies in Reading &Arithmetic, digital infrastructure available in the locations, capacities of teachers in delivery remote teaching-learning content, STEM learning initiatives) amongst the target beneficiaries in the 7 project districts (Baksa, Barpeta, Biswanath, Dhemaji, Kamrup, Lakhimpur & Nalbari)
Core Assessment Criteria
- Impact: What significant, lasting, positive, and negative changes (intended or unintended) has the project brought about for individuals, communities, or institutions?
- Sustainability: To what extent are the positive impacts and results likely to continue after the project ends?
- Relevance: Are the project's objectives still relevant to the needs of the beneficiaries and the national education strategy?
- Effectiveness and Efficiency: The assessment may draw on existing data to contextualize impact findings (e.g., was the project implemented as planned, and was it cost-effective?).
Methodology & Approach
Data Collection and Analysis:
- Collect and analyze both primary and secondary data related to the project’s key result areas to evaluate the effectiveness of the implemented strategies.
- Determine the scale, nature and sustainability of the observed changes.
Literature Review:
- Conduct a review of existing literature and relevant studies to contextualize the findings of the impact assessment. This will provide a comparative framework for understanding the impact of the project in the broader educational landscape affected by COVID-19.
Reporting:
- Prepare detailed reports based on the analysis of collected data. This includes:
- Draft Report: Present preliminary findings and insights for review.
- Final Report: Deliver a comprehensive report with detailed analysis, conclusions, and recommendations for future actions.
Collaboration:
- Work closely with the AEA team to ensure alignment with project goals and objectives. Provide regular updates on progress and integrate feedback into the assessment process.
Qualitative Data Analysis:
- Analyze qualitative data collected from interviews, surveys, and observations to gain insights into the experiences of students, teachers, community members, Block , District and State level key stakeholders ( Key officials of education department, SSA officials, DIET officials).
- Synthesize qualitative findings to complement quantitative results and provide a holistic view of the project’s impact.
These objectives will ensure that the impact assessment effectively measures the success of the project, provides actionable insights, and supports future educational interventions and advocacy efforts.
Deliverables and Reporting
The consultant is expected to submit the following high-quality deliverables:
- Inception Report: Detailed assessment methodology, work plan, proposed sampling, data collection tools (draft), and budget breakdown.
- Draft Impact Assessment Report: A comprehensive report addressing all ToR questions, including findings, analysis, conclusions, and evidence-based recommendations.
- Final Impact Assessment Report: Finalized report (max. 50 pages plus annexes) incorporating feedback from AEA.
- Presentation/Dissemination: A presentation of key findings to AEA.
- Data Set: Cleaned and fully anonymized quantitative and qualitative data sets.
How to Apply
The consultant/firm is required to submit the following:
- Letter of interest
- CV with at least two references
- At least two samples of previous work related to the requirements of this ToR.
- Financial proposal indicating a consultancy fee and a breakdown of expenses as per the terms of deliverables.
- Copy of PAN/GST registration certificate
