- 1. Sealed quotations are invited in for Module Printing. The proposal has to be submitted positively within twenty fifth of June 2018 at given address.

1.1 BACKGROUND
Dr. A. V. Baliga Memorial Trust founded by great freedom fighter Bharat Ratna Aruna Asaf Ali is a non profit organization operating its diversified activities in slums and resettlement colonies of National Capital Territory of Delhi and performing various developmental activities comprising livelihood promotion, child rights and protection, education, health, and addressing the issues for the empowerment of youth and women for over four decades. The Trust has emerged as a multi-disciplinary organization and focuses on marginalized and disadvantaged people belonging to socio-economically weaker sections of the society especially youth and women for their socio-economic rehabilitation through skills development and vocational training, health and financial inclusion programs since 1968. The Trust is implementing Child Centered Community Development Program, Young Health Program, and Balwadi in Mangolpuri and in its adjacent areas with the support from Plan India.
In view of the contributions made, taking forward the recommendations from the report of Rapid Situation analysis (RSA-2012) and building on the collective experience of Plan India and Baliga Trust it has been decided to implement the SAFER CITIES FOR GIRLS PROGRAM urban program in Baliga Trust –Plan intervention area since May 2014 to make the safe community for the girls and young women.
Safer Cities for Girls’ is currently implemented in Delhi by Plan India, in partnership with Dr. A.V. Baliga Memorial Trust and CASP Plan.
The Safer Cities programme aims to build safe, accountable and exclusive cities, especially for adolescent girls and women. The programme strives to increase safety and access to public spaces for women and girls; their independent and unrestricted use of public transport and meaningful participation in urban governance, planning and management. Safer cities project is addressing the need on the ground for gender identity, reducing gender-based violence and reclaiming public spaces.

- 3. LIGIBILITY:-
3.1. The agency should have an experience in the business for at least Three years.
3.2. The printer should have PAN, Bank Account and GST Registrations.
3.3. Copies of the proofs of all the above may be submitted in the envelope marked technical bid (GST Registration, Pan Card, five years company registration proof and Bank detail).
- 4. BID EVALUATION CRITERIA: Brief Description of the Selection
Process
4.1. A two stage selection process will be adopted in evaluating the Proposals. In the first stage, a technical evaluation will be carried out. In the second stage, a financial evaluation will be carried out. Proposals will finally be ranked according to their combined technical and financial scores. The bidders who do not meet the eligibility criteria would not be considered for Technical and Financial evaluation.
4.2. In the first instance, the Technical Bids and Financial Bids shall be opened by the authorized representatives of Dr. A. V. Baliga Memorial Trust.
4.3. The date and time for opening of the Technical Bids and Financial Bids is given on the top of this document.
4.4. The bidders may depute their representatives for the Technical Bids and Financial Bids opening event.
4.5. The Technical Bids and Financial Bids will then be evaluated by Dr. A. V. Baliga Memorial Trust, internally.
4.6. The printer would be selected on the basis of rates quoted and the other details furnished in Technical Bid.
4.7. The decision of the Executive Director of Dr. A. V. Baliga Memorial Trust shall be final and binding.
4.8. Prior to evaluation of Proposals, the Dr. A. V. Baliga Memorial Trust will determine whether each Proposal is responsive to the requirements of the tender document. A Proposal shall be considered responsive only if:
- it is received in the specified format ( Attached Annexure “B”);
- it is received by the due date including any extension thereof;
- it is signed, sealed and marked as stipulated;
- it contains all the information as requested in the tender document;
e) it does not contain any condition or qualification; and
4.9. Proposals received by the Dr. A. V. Baliga Memorial Trust after the specified time on the due date shall not be eligible for consideration and shall be summarily rejected.
4.10. The tender is not transferable under any circumstances.
4.11. Telegraphic, conditional or incomplete tenders will not be accepted. Canvassing of any kind, direct or indirect, shall lead to disqualification of the tenderer.
4.12. Dr. A. V. Baliga Memorial Trust reserves the right to accept or reject any or all or any part of the tender without assigning any reason thereof, and the decision Dr. A. V. Baliga Memorial Trust in this respect will be final.
4.13. TDS shall be deducted from the bill as per Indian government rules.
- 5. PAYMENT TERMS FOR MODULE PRINTING:-
Advance payment will be done on following basis:
- a. 25% of the total agreed amount at the time of the signing of the agreement.
- b. Another 25% at the time of the starting of printing after approval of printing getting by Dr. A. V. Baliga Memorial Trust as per agreement.
- c. The final 50% payment would be made after receipt of the printed items in required standard specification/format/design and quantity along with proper bill and challan.
- 6. Transportation cost will be borne by the Vendor.
- 7. Taxes and Duties: The vendor shall be entirely responsible for all taxes and duties etc. incurred until completion of the contract.
- 8. Demand Draft of Rs. 75000/- INR(In Words: Rupees “SEVENTY FIVE THOUSAND ONLY”) in favour of-Dr. A. V. Baliga Memorial Trust , payable at Delhi is required to be submitted as performance Security Money , which will be returned after completion of the assignment.
- 9. PROPRIETARY DATA:-
All documents and other information provided by the Dr. A. V. Baliga Memorial Trust shall remain or become the property of the Dr. A. V. Baliga Memorial Trust. Publisher is to treat all information as strictly confidential till the official release of the Final document.
