About The Organization –

DFID India is one of the DFID offices world -wide. With its headquarters in New Delhi with state offices in Bhopal , Bhubaneshwar, Kolkata and Hyderabad. The main objectives of DFID India is to strengthening the capacity and accountability of government, promoting increased investment in education, health and clean water, supporting programmes which help poor people to improve their livelihood and promoting sustainability of earth’s resources.

Job Description – To strengthen use of evidence, results reporting, monitoring and evaluation across DFID’s Asia small country offices in Central Asia, China, Asia Regional (based in Delhi and London) and Indonesia. The post holder will join the Corporate and Programme Effectiveness Team (CPET).

Duration of Contract: The successful candidate will be awarded a 3 year contract which includes a 6–month probation period. 

Reporting To: A2 Statistics Adviser

Functional Area: Advisory

Salary - INR 15.37 – 29.97 Lakh p.a.

Responsibilities -

  • Lead development of work to monitor and use of country level results information to support communicating and decision making.
  • Lead relevant office’s results reporting in line with corporate requests, working with office focal point on results, SROs and programme teams;
  • Lead on identifying areas for office capacity building and working with the Head of Office (HoD), Deputy Head of Office (DHO) and programme management to deliver change.
  • Provide programme staff with high quality support and advice to ensure programmes are underpinned by robust evidence and monitored effectively to add maximum value – e.g. business case development, results chains ,log frames, assessment of evidence needs, monitoring and evaluation plans, theories of change, quality assurance of programme annual reviews and project completion reviews and
  • Lead work to build staff capacity in using evidence (as above).Support the use of evaluations including identifying priority areas for evaluation and advising on key evaluative pieces including terms of reference, inception, design and reports;
  • Support the office to identify key evidence gaps and ways for addressing these, including through programme level monitoring and evaluation and broader research.
  • Support across the offices to disseminate and use evaluation findings

Qualifications and Experience –

We require someone who is an excellent communicator, with the proven ability to think around issues, network with key stakeholders, and drive new work streams forward. You will be a self-starter who enjoys taking initiative, being creative, and building support for the regional agenda. You must be able to work independently and be confident in dealing with senior people. The successful applicant will be expected to demonstrate:

  • The successful candidate will be expected to hold a Master’s degree in social sciences, statistics or development studies.
  • Minimum 3 years experience working in the development sector (government, civil society, and implementing organisation) on monitoring, evaluation, results, statistics or a related technical area.
  • The successful applicant needs to demonstrate a solid understanding and application of statistical and evaluation approaches
  • Strong programme management skills and and willingness to learn DFID systems.
  • Strong ability to communicate and develop effective working relationships with wide range of stakeholders. In this case it would be primarily with the teams in the specified DFID country offices and also across international institutions, other departments of UK Government, the donor community, civil society and the private sector.
  • Excellent written skills and a proven ability to produce high quality work at short notice.
  • Ability to analyse information and use evidence to build a strong case to under pin key decisions.
  • Good leadership and people management skills, including the ability to engage Good leadership and people management skills, including the ability to engage with multi-disciplinary teams, lead programme teams, while providing appropriate challenge and support; and coordinating activity across multiple work-streams.
  • Self-motivation and initiative. Ability to work independently to develop and drive agendas, bringing colleagues and partners along

Desirable -

  • Experience working on statistical capacity building programmes, or experience working with national statistical offices.

  • Regular international travel in Asia is also a key part of this role.
