The government of Sri Lanka, through the 4-year project, “Implementation of the National Biosafety Framework in accordance with the Cartagena Protocol on Biosafety”, which is funded by the Global Environmental Facility (GEF), is strengthening the country’s institutional and human capacities for the implementation of the National Biosafety Framework (NBF) and hence the safe handling of living modified organisms (LMOs) or genetically modified organisms (GMOs).   The National Executing Agency of the project is the Ministry of Mahaweli Development and Environment (MoMD&E) while the Food and Agriculture Organization of United Nations (FAO) is the GEF and Implementing Agency.

An International Consultant - Biosafety Policy Expert will contribute to the implementation of this project.

Specific Functions

  • Provide technical leadership, reflecting international best practices, to the project’s Biosafety Policy team (composed of National Consultants for Legal Matters and Biosafety Policy Expert).
  • Review the drafts of the National Biosafety Master Plan, Biosafety Regulations and sundry documents related to the Administrative and Operational system of the NBF in the context of the Cartagena Protocol on Biosafety
  • Present the drafts of the National Biosafety Master Plan, Biosafety Regulations and sundry documents related to the Administrative and Operational system of the NBF at relevant stakeholder consultative meetings
  • Revise the  drafts of the National Biosafety Master Plan, Biosafety Regulations and sundry documents related to the Administrative and Operational system of the NBF, considering the inputs from the consultative meetings and inputs from BCIL,
  • provide technical guidance and advice for the preparations and hosting of countrywide awareness workshops on the biosafety regulatory regime by working closely with BCIL
  • provide technical guidance and inputs reflecting international best practices to training workshops on administrative processes and decision making relating to GMOs by working closely with BCIL,

Candidates Will Be Assessed Against The Following

 Minimum Requirements

  • Advanced University degree in biotechnology, biosafety or related disciplines
  • At least 5 years of experience in supporting the preparation of laws and policies related to biosafety, biotechnology, environment, agriculture or related subjects
  • Working knowledge of English
