Job Description
This is an exciting and challenging opportunity for a highly motivated climate finance specialist to work in a friendly and dynamic team. This senior role will work alongside the Climate Finance Policy Lead to advise and implement UK policy in India on climate finance. You will develop existing engagement and work collaboratively across the UK in India network developing solutions for financing a low-carbon transition, primarily by mobilising private flows. You would be part of the Development, Climate, Science and Tech Section at the British High Commission, New Delhi.
We have a large multidisciplinary UK in India team. The UK in India works together to deliver against agreed British and Indian governments’ priorities. These include investment in sustainable economic growth, technological collaboration that improves the lives and livelihoods of citizens of both countries and India-UK leadership in climate, clean energy and health.
Our strategy recognises that climate change is one of the biggest challenges the world faces, and India and the UK commit to working together, including to mobilise investment and channel climate finance towards implementation of the United Nations Framework for the Convention on Climate Change (UNFCCC) and the Paris Agreement. You will focus on building a strong partnership with India to deliver higher quality, reliable and clean finance.
Job Responsibilities
India has made ambitious commitments to a lower carbon growth, including shifting the composition of its energy away from coal and towards clean sources. With rapid growth and urbanisation, nearly 70 per cent of its infrastructure is still to be built. The scale of the shift requires substantial financing, and the speed will in part be determined by the availability of sufficient volumes of finance and investment. You will advise and support the UK’s engagement in this space.
We are looking for a technically experienced adviser whose responsibilities will include:
- Advice on the UK offer: Drawing on your own expertise and working closely with the UK in India relevant teams, you will build on existing interventions, offer technical advice and develop new strategic solutions for financing climate action, primarily by mobilising private flows.
- Technical project lead: We have a technical assistance budget to support UK engagement. You will be the delegated senior responsible officer and lead adviser on climate finance and infrastructure projects, this includes a £7m global programme, Infrastructure for Resilient Island States, delivered through the Coalition for Disaster Resilient Infrastructure (CDRI). Working closely with the project manager, you will ensure deliverables are technically sound, delivering results and impact and ensure quality reporting.
- Develop strong networks: As technical lead you will be expected to develop a strong network including the Government of India, to know what others are doing and where the UK can best add value.
- Engage with thought leaders and specialists: To remain abreast of latest developments, using this to inform the design of initiatives and maximise efficiency of interventions.
- Wider contribution: Work with the Government of India, multilaterals and the international community, to develop, support and influence combined initiatives to mobilise resources from public and private sources. Ability to adapt working style to reflect the diverse audiences.
- Collaborate: To join forces across the UK in India network, building bridges across teams to further shared objectives, working with others to come up with propositions, and bringing together the network’s engagement into a coherent and structured offer of support and expertise.
- Build relationships with the UK: To build the wider UK government offer, to include but not limited to DFIs, City of London, the private sector and the UK’s role in the multilateral system including multilateral development banks.
- Comprehensive briefing: You will regularly feed into and keep up to date facts for briefing on UK in India climate finance priorities. This may include core scripts, media lines, ministerial briefs, business case development etc.
- Self-starter: With energy to drive this wide spanning agenda forward, being able to adapt and flex priorities and willing to take on other responsibilities as they arise.
Education Qualification/Required Skills & Experience
- Relevant Post-graduate degree or equivalent professional qualification
- Experience of working on climate finance
- Good grounding in public and commercial financing
- Proven experience in resource mobilisation for green/climate Projects
- Good understanding of macroeconomics and fiscal policies
- Ability to network and develop partnerships across a range of stakeholders and senior leaders and manage complex multi-stakeholder strategies and plans.
- Ability to persuade / influence others to act
- Expertise in managing data and analysis including complex issues
- The ability to develop innovative solutions
- Proven ability to work independently and proactively, anticipating problems and taking appropriate action as required
- Demonstrated leadership
