Reporting: Associate Lead – Programme Implementation

Duration: As per project duration, currently till January 2027

Location: Sitapur District, Uttar Pradesh

Purpose: Population Foundation of India is implementing the Umeed project to increase the adoption and use of family planning (FP) and sexual reproductive health (SRH) through responsive and sustainable systems in seven districts of Uttar Pradesh (Bahraich, Balrampur, Barabanki, Gonda, Sitapur, Unnao and Shravasti).  Each district will have a two-member team comprising a GPO and a Capacity Building Officer (CBO). The GPO position will be responsible for strengthening partnerships with the government in one of the districts. This includes working closely with the public health system to improve coordination and convergence at the district and block levels, building capacities of health care providers in service delivery, collection and analysis of Health Management Information System (HMIS) data and supporting improvements in uptake, supply and delivery of quality FP and SRH services. 

Responsibilities:

Coordination and convergence at district and block levels

  • Organise/facilitate/ contribute to the District Health Society (DHS) meetings and Block Coordination Committee meetings on FP and SRH; ensure follow up and compliance of key decisions pertaining to UMEED project objectives 
  • Ensure nomination of trainees/participants, logistical support and timely execution of capacity building activities for government staff, FLWs, PRIs and other stakeholders
  • Undertake regular visits to the field and share feedback with district and block level officials to further strengthen service delivery and quality improvements.

Collection and analysis of Health Management Information System (HMIS)

  • Access and analyse government HMIS data on monthly basis for all blocks and provide inputs to district and block officials on coverage and utilisation of FP and SRH services ; share data and its analysis with PFI Lucknow office on monthly, quarterly and annual basis as required

Support improvements in supply and delivery of FP and SRH services

  • Set up FP corners for provision of quality counselling and regular distribution of contraceptives and referrals; ensure ongoing functionality of the FP corners and regular monthly reporting from each corner.
  • Mobilise support from pharmacists and chemists to promote post-partum and post abortion FP as well as promote responsible uptake of emergency contraceptive pills  
  • Strengthen regular identing and supplies of contraceptives through the Family Planning Logistics Management Information System (FPLMIS) through training and mentoring of all concerned health managers and frontline health workers
  • Provide regular feedback to block and district officials on supply gaps and issues from the field and facilitate regular supply of contraceptives.

Planning and execution of project activities

  • Develop and execute annual operating plan for the assigned district and blocks, with quarterly and monthly targets
  • Conduct periodical facility-based assessments and reviews to gauge the status of FP services at public health facilities; submit report and advocate with stakeholders to address gaps
  • Mobilise support from key government departments (Health, Women and Child Development, Education, Panchayati Raj, National Rural Livelihoods Mission, Youth Affairs etc) and from Non-Governmental Organizations on FP and SRH
  • Ensure planning, implementation and documentation of Social and Behaviour Change (SBCC) activities / campaigns under the project; mobilize support from all key departments to ensure maximum reach and impact of campaign messaging
  • Work with Capacity Building Officer (CBO) to ASHA-ANM cluster meetings as per UMEED project
  • Support Capacity Building Officer in conducting trainings for FLWs, PRI’s and other stakeholders as required
  • Any other activities or responsibilities as assigned by the supervisor in the interest of the project.

Admin and Finance

  • Ensure timely submission of indents, bills, travel claims etc and settlement of all advances as per PFI policy
  • Ensure that all expenditure is undertaken in compliance with the program budget and organisational policies

KEY PERFORMANCE INDICATORS

  • Timely delivery of project activities as per donor commitments and annual district plan
  • Improvements in uptake, delivery and quality of FP and SRH services in the assigned district
  • Regular and productive meetings with government at the block and district levels, ensure timely compliance on action points

Excellent relations with government officials and other stakeholders

Skills & Experience:

  • Track record of successfully working with government departments at district and block levels, preferably on FP and SRH
  • Thorough understanding of the government system and navigating various departments
  • Good knowledge of family planning related government programs and policies, challenges and opportunities
  • Excellent communication and representation skills
  • Commitment for inclusion and diversity
  •  Experience of financial management, reporting of field expenses
  • Fluency in written and spoken Hindi and English. Ability to work in Hindi (writing and typing) will be an advantage 
  • Proficiency in MS Office is necessary
