About GEF

The Global Environment Facility (GEF) was established on the eve of the 1992 Rio Earth Summit to help tackle our planet’s most pressing environmental problems. GEF is an international partnership of 183 countries, international institutions, civil society organizations and the private sector that addresses global environmental issues. It addresses six designated focal areas: biodiversity, climate change, forests, chemical and waste, international waters and land degradation.

Duties and Responsibilities

The main responsibilities of the consultant will include the following:

  • Support GEF Focal Point in MoEFCC in carrying out bilateral and multi-lateral consultations for identification of GEF-able national priorities, planning of GEF cycle portfolio, programme analysis for improvement on need basis.
  • Sensitize the national stakeholders about GEF policies, procedures and governance especially new modalities of GEF cycles.
  • Coordinate with the central ministries and state governments on behalf of the MoEFCC. 
  • Coordinate with GEF Agencies & GEF Secretariat in implementing national GEF- programme in India.
  • Implement improved GEF coordination mechanism with the involvement of national counterparts of UNFCCC, UNCCD, UNCBD, Minamata Convention, central and state governments and international organizations, on need basis and as per new modalities of GEF cycle.
  • Support and facilitate process of identifying new projects concepts and preparation of PIFs /project documents, obtaining required approvals & endorsements, review by national level committee, and coordination with regional headquarters of GEF Agencies for onward submission to GEF Secretariat.
  • Develop Country Positions (India) on GEF for meetings of Regional Constituency, Global Council and Assembly in addition to other meetings of GEF Secretariat. Facilitate participation of GEF Focal Point and represent the GEF Focal Point at national and international fora.
  • Support GEF Technical Review Committee as per GEF requirements and convene its meetings, bilateral and multi-lateral meetings with the federal and state governments, GEF funded project proponents (performance status) and other national and international organizations.
  • In addition to managing GEF Cell, providing facilitation in development and implementation of Annual & Quarterly Work Plans, Financial and Progress Reports of GEF Cell and periodic reporting to UNDP and GEF Secretariat.
  • Facilitate the GEF Focal Point in carrying out field visits to GEF funded projects across the country. Explore opportunities to procure GEF funds for holding national GEF related events on need basis and as per requirement of GEF Secretariat.
  • Maintain the institutional memory of GEF funded on-going and new projects. Deliver presentations and provide GEF related information to GEF Focal Points and competent authorities; to prepare briefs, presentations and working papers in relation to GEF.
  • Prepare a roster of experts for GEF Thematic areas and engage them from time to time to get technical inputs for the PIFs and to assist agencies during the PPG phase to develop full scale projects.
  • Consult with key stakeholders (through appraisals, workshops and interviews) to develop a common agreed assessment and a plan for interventions as inputs to the thematic report.
  • Ensure all activities are delivered within agreed deadlines and budgets
  • Prepare a Ministry-wise portfolio of such concepts for onward transmission for consideration to the concerned Ministries.
  • Any other task assigned by the supervisors.

Required Skills and Experience

Educational Qualifications

  • He/she must  be  a  postgraduate  with  a  degree  in  Environment Management,  Economics  or  any  other  relevant  subjects.  Good understanding of Multilateral  Environmental  Agreements  will  be preferred


  • At least 10 years' experience in programme design and management Experience of: (i) working with government agencies, GEF Agencies, NGOs and the private sector in the India; (ii) capacity assessment or development work, would be an advantage.
  • Experience in GEF thematic areas such as Natural Resources, Climate Change, Energy etc. is desirable.
  • Experience in broad-based stakeholder consultation

Language Requirements

  • Proficiency in English
  • Good Command over Hindi


  • Willingness to undertake substantial travel largely within the country
