Job Description/Responsibilities  

The Ministry of Environment, Forest and Climate Change (MoEFCC) is the nodal ministry within Government of India for coordination and management of actions related to United Nations Framework Convention on Climate Change (UNFCCC), Paris Agreement and Intergovernmental Panel on Climate Change (IPCC) as well as matters related to national reporting under the UNFCCC and the Paris Agreement. The Global Environment Facility (GEF) is supporting the ‘Fourth National Communications (4NC) and Fourth Biennial Update Report (BUR4)’ project related to national reporting obligations under UNFCCC. United Nations Development Program (UNDP) India is facilitating support for implementation of the the project.

The Government of India launched Mission LiFE (Lifestyle for Environment) to promote sustainable lifestyles and encourage environmentally responsible behaviour. Recognizing the urgency of climate action and behavioural change, the mission aims to institutionalize ‘LiFE’ as a key component of national climate strategy. The National Action Plan on Climate Change (NAPCC), launched in 2008, is a comprehensive framework for climate policy and action in India. With emerging challenges and new initiatives like Mission LiFE, there is a need to integrate LiFE as a new mission under the NAPCC.

This consultancy aims to support the Ministry of Environment, Forest and Climate Change (MoEFCC) in preparing a document articulating the vision, objectives, structure, implementation framework, and monitoring mechanism of the National Mission on LiFE under the NAPCC.

Education Qualification/Required Skills & Experience

  • Master’s degree or higher in Environmental Science, Climate Change, Sustainable Development, Public Policy, or related fields

Min. years of relevant work experience

  • At least 10 years of experience in climate change policy, sustainable development, or related areas

Required skills and competencies

  • Demonstrated experience in preparation of government policy documents, reports, or NAPCC/SAPCCrelated work
  • Experience in stakeholder consultations and interagency coordination

Desired skills

  • Familiarity with NAPCCs, LiFE, SDGs, and international frameworks on climate change
  • Strong writing and presentation skills in English
