Organizational Context

The World Food Programme (WFP) has been operating in India since 1963, and support's the Government of India to achieve food security in the nation. WFP, therefore, aims to support the government's food safety-nets by suggesting ways to improve their effectiveness and efficiency in order to address high levels of malnutrition and food insecurity in the country. Over the past several years, WFP has been actively working on strengthening the operations and service delivery of the Targeted Public Distribution System (TPDS). In 2008, based on a diagnostic study, WFP in partnership with the Government of Odisha in Rayagada district of the state implemented a pilot project pioneering end to end computerization and biometric identification of beneficiaries. Based on learnings of the project and best practices in the TPDS throughout the country a comprehensive 'Best Practice Model' for end-to-end computerisation of the TPDS was developed in 2014 in collaboration with the Ministry of Consumer Affair, Food and Public Distribution, Government of India for sharing with all state governments for potential implementation. The model recommended several approaches including process for beneficiary digitization, supply chain automation, Fair Price Shop (FPS) automation and grievance redressal along with a strong MIS/transparency portal. It also advocated a reforms agenda including financial viability of FPS and other aspects of the National Food Security Act'2013.

WFP is partnering with the Government of Odisha to provide technical assistance on translating the best practices into actionable implementation strategies, provide the analytical support and facilitate cross learning and sharing of information.

WFP in partnership with the Government of Odisha is looking to improve the efficiency of the three food based safety nets, specifically in procurement and supply chain operations through enhancements, integration and optimisation of the current systems. 

Job Purpose

The Logistics Officer (TPDS) would be responsible for providing procurement and supply chain system enhancements, optimisation, transportation related inputs so as to enable the Department of Food Supplies and Consumer Welfare (FS&CW) in Odisha to establish an efficient, optimised and integrated supply chain and procurement systems. The officer would be overall responsible to effectively manage all project related activities including planning, assessments, coordination, management, and reporting following standard processes and guidelines, thereby, contributing to improving the efficiency of food based safety nets logistics operations.

Qualification and Experience Requirements

Education: Advanced University degree in Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses in supply chain, logistics and procurement operations.

Experience:  At least five to seven years of progressively responsible professional experience working in the related areas of supply chain, procurement and logistics, project planning, coordinating and implementing large scale governance solutions with government or a development agency. Experience in working independently with minimum supervision, often in fluid and ambiguous situations will be required.

Language:  Fluent oral and written communication skills in English. Working knowledge of Odiya is preferred.

Competencies and Skills

The post holder should have strong technical, analytical and problems solving skills; ability to think through complex issues to conceptualize, design and execute actions plans. Demonstrate passion and motivation with the ability to manage complexities, multiple tasks with commitment to deliver against multiple, tight deadlines at work. Excellent team player with an ability to work collaboratively, share information and build strong working relationships with colleagues and stakeholders from diverse backgrounds while focusing on impact and results. Excellent oral and written communication skills, presentation and documentation skills with a focus on effective procedural documentation. Maturity and presence required to effectively participate and contribute in meetings with senior government officials.
