Job Description

The Manager Mobility will work to develop EV highway project development, identify priority needs and execute the private stakeholder (industry, business, utilities and other appropriate stakeholders) engagement strategy of the programmes in India, designed to increase private sector participation and engagement on delivery of the targets and accelerating climate action.

Working closely with senior managers within the project and complementary C40 projects, including transport, finance, and inclusive climate action and under the direction of the regional Head of Mobility, the candidate will establish and manage the private stakeholder (industry, business, utilities and transport operators) engagement workstream, define and deliver technical, policy and strategic support and pilot implementation in cities across the region. The candidate will also work closely with C40’s communications and campaigns teams to develop and implement strategies and activities to showcase and build support for the programme using media and other campaign tools.

The position will work with stakeholders in the region, including representatives across industry including manufacturers, fleet operators, suppliers, utilities, and charging providers, as well as city officials, national and subnational governments, financial institutions and other city and climate organisations. Their work will be a critical element to ensure that cities in the region have access to the most relevant and effective assistance, learning from their peers across other C40 cities, and that city government stakeholders are supported in their efforts to bring ambitious climate policies into action delivering effective on-the-ground results.

Job Responsibilities

  • Define and deliver, along with the Mobility team in India, the strategy for freight electrification focussing on electric highways and deployment of electric vehicles and engagement on C40’s projects in India.
  • Develop C40’s stakeholder specific engagement strategy to bring electric vehicles to market in the region, with an emphasis on electric medium and heavy duty vehicles in India.
  • Map the existing and potential pilots and use cases for freight electrification in India for medium and heavy duty vehicles and develop knowledge products for engaging with different stakeholders.
  • Engage with key stakeholders to support electric highways and fleet transition to zero emission vehicles in India.
  • Identify opportunities for joint initiatives with stakeholders towards pilot projects or research collaborations towards accelerating deployment of zero-emission vehicles.
  • Explore and identify barriers and solutions with industry and private stakeholders and deliver market research and insights, including procurement and management of consultants if necessary.
  • Engage with government officials from multiple levels (municipal, regional and national) and facilitate a dialogue with key partners to accelerate the shift to electric mobility in the region.
  • Work closely with the wider Mobility team at C40, and partner organisations to deliver the private stakeholder engagement workstream for C40’s Mobility Programmes.
  • Coordinate with partners on coordination groups, publications and events focused on industry and private sector engagement.
  • Oversee the development of technical and communications materials to support stakeholder engagement in the region, in collaboration with other technical teams and the communications team.
  • Track and report on contracts, budgets, key performance indicators and deliverables, ensuring they are on schedule.
  • Support the C40 team in drafting policy recommendations to cities and government stakeholders, based on findings from primary and secondary research.
  • Represent C40 at local and regional events;
  • Other duties as assigned.

Education Qualification/Required Skills & Experience

  • The person should demonstrate great networking skills, and the ability to engage proactively with a variety of stakeholders and maintain a strong professional relationship with them.
  • Experience working with  stakeholders, for example vehicle manufacturers and suppliers, fleet owners and operators and/or utilities on decarbonisation strategies will be a plus.
  • Thorough understanding of the barriers, challenges and opportunities associated with implementing decarbonisation strategies in the mobility sector in Indian Cities.
  • Understanding the climate goals at the national/subnational/city level and identifying partnership opportunities with business stakeholders.
  • Understanding the key stakeholders at the national, state and city level from the government, private and NGOs specific to the road freight transport sector.
  • Effective communication with key stakeholders, ability to appraise project updates and communicate the key highlights and outcomes. 
  • Experience engaging with government, business and/or NGO sectors with a focus on mobility-related policy and programmes.
  • Experience of developing and implementing strategy required, preferably through working in or with various stakeholders in the freight ecosystem;
  • Experience in outlining the baseline emissions, emission trajectories and decarbonisation strategies for the road transport freight sector.
  • Problem-solving, interpersonal and strategic thinking capabilities coupled with an outcome, delivery-oriented approach required.
  • Written and verbal communication skills essential, including proven ability to facilitate in-person workshops as well as virtual meetings or webinars.
  • Degree in relevant discipline preferred.
  • Fluency in English is essential (spoken and written). Fluency in one or more Indian languages is preferred.
