The position

The Aga Khan Foundation, India (‘AKF (India)’) has maintained a long presence in the Bahraich and Shrawasti districts of Uttar Pradesh commencing in 2010 with an Area Development programme to improve the overall quality of life of marginalized communities through a multi sector implementation strategy with interventions on education, livelihood improvement, the empowerment of adolescent girls’, drinking water and sanitation, women empowerment, and support to migrants.

This comprehensive education programme aims to improve access to quality formal and informal education opportunities for children (aged 3-11 years). The project will combine direct interventions with approximately 13,000 children (3-11 years) in the Chitaura and Risia blocks of Bahraich district. Project activities include provision of early childhood development through community based centres, strengthening of education components in ICDS centres, improving the quality of education in primary government schools.

The project will target all relevant stakeholders – children, community members, government authorities – which will serve to transform the landscape of education in the targeted areas, building both the supply and demand for quality education and thereby breaking a generational cycle of low literacy rates and lack of awareness on the importance of education

Main Duties and Responsibilities

  • In close dialogue with team members, design and implement M&E systems (including MIS systems) and tools for review and tracking of project progress, using approved indicators and targets.
  • Ensure appropriateness, quality and timeliness of data collection and analysis for management and reporting; collaborate closely with the MEL team of the Tata Trusts for guidance and support on project related M&E issues.
  • Responsible for collecting, reporting and maintaining the quality of performance and outcome data; timely tracking and collation of progress indicators and outputs
  • Build staff capacity on project related M&E issues; undertake baseline and final survey evaluations and if required, identify appropriate technical agencies to conduct them.
  • Analyze and document project progress and challenges, including statistical, qualitative and anecdotal evidence; document key lessons learnt from the project for dissemination among project staff, partners and key stakeholders at the local and state levels.
  • Ensure timely preparation and submission of MIS data, statistics and narratives.
  • To monitor and to document results of specific interventions across program improvement strategies and data for effective planning, assessment of progress and measure impact.
  • Participate in review meetings and undertake regular field visits to evaluate programme performance, data monitoring, field challenges and identification and documentation of emerging learning from the field. Provide feedback to the Programme Managers of SLIP & ECD/ICDS on project implementation gaps of their respective programmes.
  • Ensure compliance with the requirements of reporting systems for preparing project reports as per donor formats/requirements
  • Oversee the implementation of technology interventions (Survey CTO) for real time monitoring and track of programme implementation.
  • Provide support in longitudinal study of impact of Early Childhood Education on children during primary education.
  • Create a mechanism to regularize submission of case studies.
  • Update MIS/ GRS in consultation with Programme Officer-Education and M&E lead Delhi.

Required Qualifications and Experience:

  • Post-graduate qualifications in social work/social sciences or rural development/ management. Candidates with prior 2-4 years of experience in the implementation of education programmes and or the development of M&E systems, information analysis and documentation will be preferred.
  • Ability to explain and represent the M&E data in easy to understand way to non- technical audience.
  • Applicants must have good communication skills in Hindi and English (verbal and written).
  • Creativity and Innovation – Strong analytical and problem solving skills and ability to handle a range of management and coordination issues.

Competencies and Personal Skills:

  • Willing to travel at least 25% of the time
  • Ability to manage, organize, plan and implement work assignments, juggle competing demands and work under pressure of frequent and tight deadlines.
  • Demonstrated ability to apply good judgment and decision making skills.
  • Strong analytical and problem solving skills and ability to handle a range of management and coordination issues.
  • Willingness to keep abreast of new developments.
  • Understands the role of technology and business processes and constantly strives to better utilize these for achieving organizational / departmental goals.
  • Ability to monitor and supervise project activities and support other human resources.
  • Capacity to work under pressure; respect deadlines and to carry out the job assigned without supervision in a timely manner
