Job Description/Responsibilities

Under the overall guidance of the WHO Representative to India (WR-India), and direct supervision of the Deputy Head of WHO Country Office (D-WR), with a view to achieve the expected results set out in the relevant WCO-India work plans in accordance with the WHO's Country Cooperation Strategy with India, the incumbent will have the following responsibilities in her/his assigned area of work:

  • Assist WCO-India management in coordinating with all programmes in formulating and implementing Programme Budget workplans taking into consideration of risk registration framework including uploading workplans in the GSM, technical reporting on workplans and serve as a secretary of the Programme Committee.
  • Contribute to overall management and oversight of the WCO-India biennial workplans and budgets, including products, baselines, indicators, and other elements, financial and achievements.
  • Promote best practices, methods and tools for work planning to improve overall performance of WCO-India and build capacity of staff as needed.
  • Assist WR-India, Deputy-WR and NPO (Administration) in creating operational synergies among technical units, finance and administration, focusing on the effectiveness in work plan implementation and utilization of resource which leads to WCO-India's performance and programme delivery within organizational policy frameworks.
  • Analyse and monitor HR and activity work plans to assess salary savings to be transferred to activities and/or vice-versa, maintain work plans in GSM, towards optimum utilization of country resources in coordination with HR and Budget units.
  • Monitor budget ceilings and PB allocations and arrange for programme changes as and when required to ensure smooth implementation of programmes in coordination with WCO Budget unit and PPC/SEARO as appropriate.
  • Assess the WHO-India financial needs for the biennium; prepare and maintain resource requirements plans, contribute to identifying appropriate funding sources to meet financial needs and shortfalls against budget.
  • Contribute to preparation of technical proposals, record and track donor contribution and review technical report for donors.
  • Ensure optimum use of resources in accordance with WHO rules and regulations, and the terms and conditions of donor agreements.
  • Support WCO-India work in the information analysis and data provision for country profile or organization reports including contributing to the UN agencies on work plan development and implementation.11.Perform other duties of the related areas as assigned by the Supervisors.

Education Qualification/Required Skills & Experience

  • Essential: University degree in Public Health, Business Administration or related fields.
  • Desirable: Advanced university degree in Medicine, Public Health, Planning, Business Administration or Finance.

Experience

  • Essential: At least five (5) years of relevant experience in programme planning, budgeting, monitoring and evaluation.
  • Desirable: Experience in WHO or corporate sector planning, budgeting, monitoring and evaluation would be an asset. Experience in the reporting to donors would be an asset.

  • The incumbent should identify with the core values of the World Health Organization. Technical expertise in planning and budgeting processes; ability to express ideas clearly and concisely, both orally and in writing; ability to analyse programme proposals and budgets and prepare status reports; ability to interpret rules and regulations and develop standard procedures; ability to work effectively with colleagues at national and international level. Modern management skills (planning and evaluation, etc.). Leadership, skills with demonstrated ability to work effectively with government and colleagues in a team setting at national and international levels, to share information and data and make oral and written presentations on technical issues. Very good ability to build and maintain relations and network with national authorities and other stakeholders across relevant sectors. Understanding of the potential motivating factors within national context and ability to adjust to new approaches in an increasingly complex environment. Capacity to convey information and options in a structured and credible way; ability to speak and write clearly. Ability to draft reports and capacity to prepare terms of reference and to prepare, monitor and manage the implementation of contractual agreements. Proficiency in computer applications. Knowledge of WHO/UN agencies programmes and practices will be an advantage.
