Consultant contract duration- 12 Months

Role Overview:

Piramal Foundation is seeking an exceptional, high-calibre professional to serve as “Principal - State Health Systems Advisory” to the Hon’ble Health Minister (Government of Bihar). The role will provide strategic, policy and systems level advisory support to the Minister’s office, contributing to health policy formulation, system reform, programme design, and strategic execution.

Acting as a critical bridge between political vision and administrative execution, the role would be positioned at the intersection of policy, politics, and implementation - working closely with the Hon’ble Minister, senior IAS officers, departmental leadership, development partners, and private sector stakeholders to shape Bihar’s health system transformation. This is a high-impact advisory role, suited for individuals with strong academic credentials, intensive and extensive public sector consulting experience, and the maturity to operate effectively in complex political-administrative environments.

Key Responsibilities:

1. Strategic Leadership & Ministerial Advisory

• Serve as a trusted strategic advisor to the Hon’ble Health Minister on health system priorities, risks, trade-offs, and reform pathways
• Support the Hon’ble Health Minister’s office in agenda setting, decision preparation, and strategic positioning across preventive, promotive, curative, and rehabilitative care
• Anticipate emerging public health and system-level challenges, and provide forward-looking, evidence-based counsel
• Assist in preparation for high-stakes meetings, cabinet notes, policy briefings, and inter-departmental negotiations

2. Policy Research, Design and Reform

• Lead conceptualization, drafting, and review of state health policies, strategies, and action plans
• Support formulation and amendment of health laws, rules, guidelines, and Standard Operating Procedures (SOPs)
• Ensure alignment with national frameworks (NHM, Ayushman Bharat, AB-HIM, SDGs), while contextualizing to Bihar’s realities
• Translate research, evaluations, HMIS/NFHS/SRS data, and pilots into actionable policy decisions
• Strengthen preparedness and support risk mitigation and management for public health emergencies, pandemics, and health security risks

3. Programme Strategy, Monitoring & System Performance

• Review and guide performance of flagship programmes including NHM, RMNCHA, disease control, immunisation, PM-JAY, diagnostics and lab networks
• Identify systemic bottlenecks, implementation gaps, and governance challenges
• Recommend course corrections, service delivery innovations, and quality-of-care improvements
• Support reforms in human resources for health, referral systems, accountability mechanisms, and decentralised planning
• Bring a strong systems-thinking lens to health outcomes, equity, and sustainability

4. Stakeholder Management, Partnerships & Institutional Coordination

• Lead coordination with:
  • Senior bureaucrats (Health, Finance, Planning, Law)
  • District leadership
  • Development partners and donors
  • Private sector, NGOs, and academic institutions
• Advise on Public-Private Partnership (PPP) models, contracting structures, and risk-sharing frameworks
• Support infrastructure planning for medical colleges, hospitals, CHCs, PHCs, HWCs
• Ensure financial prudence, regulatory compliance, and public interest safeguards

Educational Background (Highly Preferred):

• Postgraduate degree from top-tier institutions, such as:
  • IIMs, IITs (relevant specializations), ISB, AIIMS or similar
  • Premier Indian or global universities / institutes/ business schools
• Academic backgrounds in Public Policy, Public Health, Health Economics, Management, Medicine, or allied disciplines

Experience:

• 15–20+ years of progressively responsible experience in:
  • Government consulting / advisory / policy leadership roles acquired through top-tier consulting firms, public policy advisory organisations or other equivalent organisations (e.g. KPMG, EY, PwC, BCG, Dalberg, FSG, or similar)
  • Health systems strengthening or large-scale social sector reform
• Demonstrated experience working closely with Ministers, senior IAS officers, or political leadership
• Strong understanding of India’s health system architecture
• Relevant prior experience in Bihar or similar high-focus states strongly preferred
• Ability to operate in high-ambiguity, high-pressure environments
