Purpose of Job

The Program Manager will lead the day-to-day planning, coordination, and execution of the CoE’s Leadership Development initiatives aimed at strengthening leadership skills within clinical, administrative, and managerial cadres of the public health systems. The role demands knowledge of leadership development curriculum and competencies, proven program management capabilities, effective stakeholder engagement skills, and the ability to work in dynamic, evolving contexts.

Essential Qualifications

Postgraduate Diploma or master’s degree in business management/ psychology/ Social Work/Public Health.

Diploma or certificate in Instructional design, facilitation, and leadership development are preferred.

Essential Experience

 

  • Minimum 6 to 10 years of work experience in developing curriculum, competency frameworks, assessment tools, and related resources in the Development, Education, or corporate sectors.
  • Experience in developing and designing curriculum, Instructional design, facilitation, and people management.
  • At least 3 years’ experience in building relationships and liaising with government stakeholders (e.g., SIHFW, SHS, DHS) and other institutional partners.
  • Minimum 3 years’ proven experience in managing teams, including performance oversight and capacity-building.
  • Prior experience in facilitation, change management, and coaching will be considered a strong advantage.

 

Essential Skills

Communication Skills – Excellent oral and written communication skills in both Hindi and English, with the ability to confidently engage in complex discussions with individuals from diverse cultural and professional backgrounds.

Technical Proficiency – Strong command of Microsoft Office Suite (Word, Excel, PowerPoint) for professional documentation, analysis, and presentation purposes.

Facilitation & Presentation – Proven ability to design, facilitate, and deliver engaging presentations, workshops, and training sessions.

Stakeholder Management – Experience collaborating with multiple internal and external stakeholders, including individuals and teams, to achieve shared objectives.

Adaptability – Ability to work effectively in dynamic, fast-paced environments with a high degree of ambiguity and changing priorities.

Conceptual Thinking & Content Development – Skill in translating abstract ideas into concrete frameworks, training modules, and development content tailored to specific needs.

Innovation & Strategic Thinking – Capacity for creative problem-solving, innovation, and forward-looking strategic planning.

Analytical Skills – Practical experience in conducting basic quantitative and qualitative analysis to inform decision-making.

Relationship & Conflict Management – Competence in managing difficult partners, balancing relationship-building with project delivery, and constructively handling team conflicts.

Team Engagement – Ability to manage team members productively, ensuring their continuous learning and professional growth.

 

Key Role & Responsibilities

  1. 1.      Content Design & Review – Leadership Development CoE
  • Conduct needs analysis to define clear learning objectives and outcomes; perform secondary research; consult with state team members to align solutions with the needs of the target audience.
  • Design, develop, and review engaging learning modules/e-learning content, exercises, activities, case studies, and assessments; create supplementary materials and media.
  • Apply adult learning principles and instructional design models to ensure interactive, effective content; design and deliver peer learning communities and live action projects; ensure all content meets quality standards.

2. Program Planning & Implementation

  • Plan and manage end-to-end execution of leadership development programs at state, district, and facility levels.
  • Coordinate/review the design, customization, and delivery of training modules, competency tools, and learning resources.
  • Ensure program activities align with CoE objectives and government priorities.

3.  Capacity Building & Facilitation Support

  • Support facilitation of workshops, training of trainer sessions, and coaching & mentoring support to the stakeholders for continuous engagement.
  • Conduct training needs assessments and adapt program content accordingly.
  • Maintain consistent quality in participant experience across cohorts.

4.  Stakeholder Coordination & Liaison (Internal and external)

  • Serve as the primary operational contact for government stakeholders (SIHFW, SHS, DHS/ health facilities) and partner organizations.
  • Organize and coordinate review meetings, progress updates, and feedback sessions with the stakeholders (internal and/external).
  • Build and sustain positive working relationships to ensure alignment and buy-in.

5.  Monitoring, Reporting & Documentation

  • Track program progress using qualitative and quantitative indicators.
  • Prepare progress reports, dashboards, and presentations for internal and external audiences.
  • Document case studies, best practices, and learnings.

6.  Team Management

  • Foster professional growth through feedback, coaching, and skill development.
  • Address and resolve team dynamics and conflicts constructively.
  • Support and handhold team members.

7. Innovation & Problem Solving

  • Identify opportunities to strengthen program delivery and introduce innovative approaches.
  • Adapt plans to changing contexts without compromising quality.
  • Share insights and recommendations to inform future program design.
