Job Description

We seek a highly motivated and entrepreneurial individual with outstanding credentials and demonstrated analytical (quantitative and qualitative) and stakeholder management abilities for the role of Program Officer, EM&O2, based out of New Delhi. The Program Officer will work as a part of the National Oxygen PMU at MoHFW (This will be a seconded position in the ministry). The successful candidate must have strong quantitative and analytical skills, excellent verbal and written communication skills, be able to function independently with flexibility in a dynamic and uncertain situation, be self-motivated, and have a strong commitment to excellence.  Job Responsibilities

  • Collaborate regularly with state nodal officers on behalf of the Ministry of Health and Family Welfare (MoHFW) to ensure effective execution of priorities within the oxygen program.
  • Provide analytical support to the Oxygen Program Management Unit (PMU) by analyzing data and translating key insights into clear, impactful presentations for senior government stakeholders.
  • Develop and distribute tools to support long-term planning and sustainability of oxygen systems, including demand forecasting models, cost frameworks, and other relevant resources.
  • Create and manage various program documents such as presentations, work plans, roadmaps, budgets, reports, proposals, articles, and other materials for both ongoing and new program areas.
  • Support capacity-building initiatives for technical staff, including sharing training modules, IEC materials, and implementation strategies to ensure effective management of oxygen systems in health facilities.
  • Developing data dashboards and building capacity for centralized monitoring of oxygen supply infrastructure
  • Supporting any other priorities related to strengthening medical oxygen systems and hypoxemia management
  • Any additional responsibilities as assigned by the program supervisor.

Education Qualification/Required Skills & Experience

  • Bachelor's degree or higher in public health, statistics, engineering, development studies, or related fields.
  • Minimum of 5 years of relevant work experience in the implementation of programs related to public health, public policy/administration, or allied areas.
  • Demonstrated success in project management, developing relationships, and coordinating various stakeholders/interests.
  • Ability to navigate complex processes and influence decision-making in a professional and collaborative manner.
  • Excellent oral and written communication skills in English and Hindi, including the ability to create persuasive presentations and written reports.
  • High emotional intelligence, patience, and thoughtfulness even in high-pressure, stressful situations.
  • Ability to work independently, prioritize, and handle multiple tasks simultaneously.
  • Experience working with government stakeholders and familiarity with the Indian public health system/social impact sector will be a plus.
