Job Description

Bihan – Chhattisgarh State Rural Livelihoods Mission, under the Panchayat and Rural Development Department, Government of Chhattisgarh, has signed a Memorandum of Understanding (MoU) with BRAC International to provide technical assistance for the implementation of CG-SAY. The objective of CG-SAY is to identify the most extremely vulnerable households and empower them both socially and economically through a comprehensive and inclusive approach. As part of this collaboration, Trickle Up is in the process of hiring a Project Lead, Livelihood,  to design and develop contextually appropriate livelihood options and their marketing strategies for the targeted participants, conduct livelihood assessments and implementation road map for the participants. The Lead will leverage the existing livelihood initiatives of the Bihan-CGSRLM and explore convergence possibilities for sustainable livelihood generation and enhancement. 

The position will work under the State Project Management Unit (SPMU) lead and spearhead the inclusive livelihood strategy. In addition, this position will have to work in close coordination with other thematic leads, along with integration and coordination with SRLM and DAY-NRLM.

The position will work closely with the Bihan- Chhattisgarh State Rural livelihoods Mission. This position will report to State PMU Coordinator & Social Inclusion Specialist (Lead-SPMU). This position will also  coordinate with the concerned State Nodal for the CG-SAY on daily basis for effective program implementation.

Job Responsibilities

Livelihoods domain:

  • Lead and manage the work on inclusive livelihoods within the program strategy with the SRLM and key stakeholders.
  • Support the State Rural Livelihoods Mission to identify the most feasible employment and income generation options for the  PVTGs and women from extremely vulnerable house hold the poorest of the poor, across livelihoods thematic areas like Micro-enterprises, On-Farm, Off-farm, Forest-based livelihoods, Skill Development - formal and informal, and Jobs and Wage Employment.
  • Design a basket of livelihood options for the poorest of the poor based on the specific context of different target groups, geographies, availability and access to resources and income generating potential Support the SRLM for the contextualization of the  coaching curriculum for the poorest of the poor as per the requirements of each of the livelihood pathways identified in a rural and PVTG context.
  • Co-design with the concerned team of State Rural livelihoods Mission the financial assistance products and packages to promote various livelihood pathways identified for the poor in rural and PVTG contexts in respective states.
  • Leverage existing livelihood initiatives of the NRLM and SRLM to support the livelihood pathways identified in the program strategy and effectively reach target households and participants.
  • Ensure climate adaptability and gender intentionality initiatives are integrated into proposed livelihood pathways.
  • Conduct regular field visits to project areas, to assess local conditions and monitor progress. Establish contact with community groups and partners to keep abreast of responses. Collect information and identify challenges and constraints to ensure effective delivery.
  • Support the team in evidence generation regarding the impact of the SRLM partnerships – income, new livelihood avenues, exploring business sustainability, marketing, sales, etc. at the participant level.
  • Prepare concept notes/policy notes/presentations and proposals for inclusion of livelihood interventions for the extremely vulnerable  at relevant ministries both at central and state levels and facilitate policy-level convergence for better livelihood opportunities.
  • Coordination with the concerned districts and facilitate the districts in preparing the timeline of the implementation based on the states assigned.
  • Coordinate with the SPMU lead and other thematic leads in improving the delivery of the program and ensure to contribute to the progress and performance of the program.
  • Facilitate capacity-building initiatives for program staff, community members, and partner organizations involved in implementing livelihood programs which includes training on sustainable agricultural practices, entrepreneurship, and other skills essential for economic empowerment.
  • Additional work streams can be added based on emerging requirements of the project in the inclusive livelihood domain.
  • Any other task assigned by the SPMU lead or by SRLM.

Climate change domain:

  • Lead and manage the work on climate adaptation and resilience within the program strategy with the SRLM and key stakeholders.
  • Identify government programs and schemes that can be leveraged to work on climate adaptation and resilience and support convergence efforts.
  • Assess in close collaboration with key stakeholders the existing resources and approaches on climate adaptation and resilience and designing contextually appropriate adoption in program.
  • Assess specific climate challenges communities face because of climate change, especially related to heatwaves, droughts, and floods.
  • Support the implementation team of SRLM in the development of contextualised solutions to build climate resilience livelihoods for program participants with a special focus on climate-adaptive livelihoods.
  • Design best practices on climate adaptive and resilience livelihood for the community.
  • Coordinate the development of coaching modules on climate adaptation and resilience towards heatwaves, droughts, and floods.
  • Develop community capacity for climate adaptation and resilience by leveraging community institutions to build knowledge and capacities of communities living in poverty.
  • Assess and build the institutional capacity of the SRLM on climate adaptation and resilience and its impact on communities living in poverty.
  • Coordination with the SRLM and facilitate in preparing the timeline of the implementation based on the climate theme.
  • Coordinate with the SPMU lead and other thematic leads in improving the delivery of the program and ensure contribution to the progress and performance of the program.
  • Any other task assigned by the PMU lead or SRLM.

Education Qualification/Required Skills & Experience

  • Master’s Degree/Diploma in Agriculture, Agribusiness, Public Policy, Economics, Rural Livelihoods, Rural Development, Entrepreneurship, Social Work, Development Studies, Business Administration or higher-level studies in relevant fields or equivalent from reputed institutions.
  • Professional Experience: The candidate should have at least 05 years of professional experience of working in rural livelihoods and poverty alleviation projects, out of which, 3 years of experience should be in working for government projects.
  • Experience in design, implementation, and impact assessments of livelihood interventions for resources-poor demographics.
  • Experience and understanding of the rural social, economy, livelihoods and value chains with demonstrated experience of market linkage.
  • Strong leadership skills, with experience of working with diverse stakeholders.
  • Experience working with state/central government-sponsored programmes of similar nature and size, implementing livelihoods/poverty reduction programs at scale, closely working with rural poor communities with a focus on women, and promoting their institutions for livelihoods.
  • Demonstrated experience in livelihood, agro-ecological farming practices, livelihood models on farm and off-farm, skill development and market linkages, and value chain initiatives.
  • Understanding of rural poverty, knowledge of value-addition processes relevant to rural products, knowledge of market and commodity trading through village-level community organizations.
  • Experience and ability to engage with stakeholders, foster partnerships with them and leading professionals/experts on livelihoods.
  • Experience of high-quality program design for relevant technical areas, develop client-cantered and market-driven approaches to deliver measurable impact, and ensure technical and operational excellence in the execution of program activities and services.
  • Proven expertise in conducting market assessment or value chain analysis to identify livelihood opportunities; and cost-benefit / cost-effectiveness analytical skills.
  • Experience in climate resilient livelihoods program is preferable.
  • Willingness to travel and stay in remote-locations rural areas, as and when required.
