Project Summary

The focus of the Indian education system has been shifting from providing access to schools to ensuring acquisition of basic learning outcomes. In such a scenario, the role of large scale assessments (LSA) in improving learning outcomes becomes vital. Data from such surveys can be used to (a) drive system accountability, (b) provide targeted feedback to students and teachers and (c) inform policy interventions such as teacher training, curriculum and textbook design.

The Ministry of Human Resource Development (MHRD) has identified LSA as a critical lever of its school education reform agenda and has decided to conduct a district level sample survey – National Achievement Survey (NAS) – for all subjects across classes 3, 5, 8 and 10.

The Education Survey Division (ESD), National Council of Education Research and Training (NCERT) is the nodal agency responsible for design, analysis and reporting of NAS. A Steering Committee provides overarching strategic and technical advice to ESD for NAS implementation. External technical partners/ agencies guide ESD on technical aspects of the survey – item development, sampling, data analysis and reporting etc.

To ensure a rigorous and efficient implementation of NAS across all the classes, Programme Management Units (PMU) are being setup at ESD. The PMU which supports the implementation of NAS for classes 3, 5 and 8 has already been set up at NCERT. A separate PMU for overseeing class 10 NAS activities will also be set up shortly.

Both elementary and secondary stage PMUs will be responsible for ensuring (a) an effective roll-out of the surveys, (b) dissemination of survey findings and (c) follow-up of policy actions from survey findings.

CSF is looking to hire a full time project manager to lead the class 10 NAS PMU. The PMU will report directly to the steering committee and is expected to work closely with the technical partner and senior leadership at MHRD, NCERT and the State Education Departments.

Key Roles and Responsibilities

  • Establish/ manage relationships with stakeholders to strengthen program implementation
  • Liaison with steering committee, technical partner, MHRD, NCERT for survey roll-out
  • Develop project plan for all the activities with associated responsibilities and timelines
  • Identify issues in survey design, roll-out; proactively work with states/ ESD to resolve them
  • Document issues in survey design, roll-out and reporting
  • Share fortnightly project updates with steering committee and flag key issues/ decisions
  • Manage web application for class 3, 5, 8 and 10
  • Interface with the technology vendor to design and finalise the web application
  • Interface with NCERT and vendor to ensure smooth communication between parties
  • Train NCERT faculty members on various facets of the web application
  • Support transition of the application to NCERT
  • Troubleshoot as and when needed
  • Support ESD in the process management of the following activities:
  • Item review and finalisation
  • Sampling and data analysis
  • Training of NAS coordinators at the state level
  • Development and dissemination of state and national reports
  • Required Qualifications, Experience, Skills
  • Bachelor’s or equivalent degree required, Master’s degree preferred
  • Project Manager: 2 + years of work experience
  • Prior experience of working with government departments (desirable)
  • Prior experience of working with data systems(desirable)
  • Excellent communication and project management skills
  • Willingness to multi-task and be flexible and adaptive to changing priorities
  • Ability to build & manage relationships with government teams
  • Fluency in English and Hindi


Remuneration will be competitive with Indian philanthropy pay scales and will depend upon the candidate’s experience levels and the value he/she will be able to add to the project.
