ABOUT THE PROGRAM

Learning and Migration Program (LAMP) addresses the complex issues faced by children at  risk of distressed migration and climate-induced displacement, providing them with the education,  resources, and support to disrupt the cycle of intergenerational poverty and child labor. LAMP  ensures that children from migrant families stay in school and acquire strong foundational skills. To  offset learning regression or gaps, the Program also delivers remedial learning to ensure age and  grade-appropriate education for children. The Program focuses on STEM education, equipping  schools with Teaching Learning material (TLM), digital resources, and teacher training, to increase  access and equity to educational resources. Since its inception in 2006, LAMP has impacted 1.71  million children and steered 5,562 villages across 17 states and union territories of India to eliminate  obstacles to quality education.

Digital Equalizer (DE) envisions a world where all children from under-served communities,  especially girls, are prepared for a career and life. The program is bridging India’s digital divide by  providing and integrating technology into underperforming, under-resourced public schools,  training teachers in techno pedagogy and STEM (Science, Technology, Engineering, and  Mathematics) methodology, and transforming classrooms into collaborative and interactive places  for students to learn while preparing them for success in the 21st-century global economy. Targeting  students most at risk of dropping out of school (grades 6-10), Digital Equalizer instills a love for  learning in them. Since its inception in 2004, the Program has empowered 9.03 million children  with interactive STEM experiences, trained 257,317 teachers in STEM pedagogy, and  transformed 52,404 schools across 35 states and union territories of the country

KEY ROLES & RESPONSIBILITIES

The Regional Program Manager-Education will be responsible for the overall management of  the thematic program in the region within the assigned/defined locations. 

The Regional Program Manager will be responsible for success of all projects within the thematic  area in the region. 

S/he is primarily responsible for implementing the program successfully as per the vision and  mission, strategizing with AIFT and thematic program for the expansion with the existing and  prospective donors, and also building and strengthening relationships with the state governments  and central government agencies in the region. The region will include Ladakh, J&K, Himachal  Pradesh, Punjab, Chandigarh, Haryana, Uttarakhand, Uttaranchal, Uttar Pradesh & Bihar. The  position will be required to ensure program quality and a high level of networking with both  internal and external stakeholders- Government, corporates, PSUs, and government agencies at  the national, region, and state level as per program requirement.

The responsibilities include, but are not limited to:

1. Project Planning:

• Supporting the Program Director and Technical team to prepare project plans for all  projects under the thematic area within the region

● Contributing to the planning through operational inputs from the ground in coordination  with the Project lead and field teams on program requirements, ensuring high quality of  programs,

- Calendarized Budget utilization plan,

- Communication plan

- Monitoring, Evaluation, Research and Learning plan

- Human Resource planning

- Procurement plans

- Reporting calendar of projects

2. High Quality Implementation of Projects as per plan:

• The regional manager will ensure program quality and timely implementation across  all projects under his/her purview within the region through project specific leads.

• Fortnightly reviews of project leads and field teams to monitor the progress of the  projects.

• Present the project progress to the Regional Director against the planned deliverables  uploaded on the Smartsheets.

• Work closely with the Program Director and Technical team to ensure all parameters  of quality checklist are fulfilled.

3. Government relations and Stakeholder management at the region:

• To closely coordinate with Government authorities at block, district and state level  for necessary approvals as well as participation in program as and when required

• Foster relationship with various organisations, community-based organisations,  corporates, government institutions, academic institutions, thematic experts to enable  successful implementation of the project

• Develop a master database of all government stakeholders engaged within the  thematic area across multiple projects

4. Collaboration with Functional teams for successful implementation

• Closely work and support the regional finance and central program finance team to  ensure timely and correct budget utilization reports generated and shared

• Be a constant watch on the budget utilisation status

• Be the link between program team and finance team for the field level with support  of region/central finance analyse (Budget vs Actual) on monthly basis

• Closely work with the regional finance and the central program finance to ensure - Budgets are correctly allocated

- Any budget reallocation/reappropriation is communicated

- Ensure expenditure booked under correct budget codes

- Ensure ledgers are shared to all relevant stakeholders

• Support procurement team with on ground inputs and any other requirements for  successful and timely completion of procurement under the project

• To ensure a seamless flow of work between program and procurement teams starting  from procurement planning, intimation of change in procurement dates, support in  hyper local vendor identification and coordinating delivery challans and goods receipt  acknowledgements from field teams

• Closely work and support with regional and central HR team for closure of  recruitments within defined plan and TAT

• Ensuring all compliances are met on the ground such as POSH, Child Protection  policies

• Closely work and support the MERL team for timely completion of studies (Baseline  and Endline) on ground, ensuring Project leads regularly upload correct data on  Smartsheets and any other portals

5. Quality narrative reporting and Donor engagement:

• To review the base reports submitted by the Project leads and ensure high quality of  narrative reports in alignment to the MoU and make sure the report is as per AIFT’s  reporting format

• Work closely with the Program Directors and Regional Directors to incorporate their  inputs to prepare the final report

• Regularly engage with donors to ensure reporting and communication as per  requirement in consultation with Regional Director and Strategic Partnership team • To be the first level of contact for the donor for all operational aspects and  review/updates

• To facilitate all donor events including site visits, volunteering events, Project launch  events

6. Team management, Capacity building and multi-region team collaboration:

• To lead a team of 7-10 Project leads within the Thematic area of the region • Build capacity of field team and Project leads with support from Program Director

• Manage the project team to ensure project’s goals are met, esp. in the areas including  donor satisfaction, safety, quality, and teams’ performance & motivation

• Set goals for the project team, monitor progress & performance monthly and give  timely feedback and support to ensure the team performs well. 

• Maintain relationships with another region RMs/PLs for multiregion project for  programmatic inputs and budget utilization.

7. Proposal Development and Program Expansion within region: 

• To support the Program Director and the technical team in aligning region-specific  details for developing proposal as per donor expectations

• To recommend the expansion strategy and project design to Regional Director and  the Program Director based on the learnings, best practices from the ongoing  projects.

8. Program leadership and Strategic support at the regional level:

• To be the leader of the thematic area in the region for the overall development of the  Program through quality implementation and program expansion perspective.

9. Overall, the RM can focus and be responsible for the following aspects:

- Support PD/TD in proposal development

- Support PD/TD in planning

- Undertake capacity building of implementation teams

- Monitor the quality of program implementation

- Undertake a state-wise analysis of policies and schemes concerning the thematic area,  which would help the org design programs based on the state’ needs.

10. Support RD in the following aspects:

- Program review meeting.

- Representing the org in govt. meetings from a technical perspective - either at state or  district level.

- Donor contact point for operational issues or technical perspective.

DESIRED QUALIFICATION, EXPERIENCE & SKILLS

Language requirements: Very strong command of English & Hindi (Regional Language  will be an added benefit);

Academic qualifications: Post Graduate Degree, Program specific background  preferred;

Work experience

▪ 10 to 14+ years, preferably with a mix of private and social sector experience;  5+ years’ experience in either as a lead team member in a non-profit  organization and/or eco-system building, 

▪ Minimum 02 years of direct accountability as leader / manager of a project of  up to 02 crores, proven successful skill set in the executing conceptual,  operational strategic, and scalable project/s;

Outstanding partnership skills: Has experience in coordinating and delivering projects  that require multiple stakeholders and/or organizations, experience establishing  roles/responsibilities and holding internal/external stakeholders accountable;

Excellent execution skills: Can easily work with data, build work plans, assemble and  deliver high quality presentation materials, and communicate with leadership. Understands  how to “get things done” within the context of AIF;

Exceptional problem-solving skills: Is able to easily foresee and define problems and  break them into smaller questions; takes initiative in generating ideas and solutions; creates  and applies frameworks to problem-solving; anticipates and names risks;
