Job Summary

‘India Health Action Trust (IHAT) aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring. IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh to provide techno-managerial assistance to improve the coverage of key family planning, maternal, new-born, child health and nutrition (MNCH+A) interventions and services in the state of Uttar Pradesh with funding support from Bill & Melinda Gate Foundation (BMGF) through University of Manitoba (UOM), Canada.

The Specialist - Program will support the state government in implementing family planning interventions in a cluster of districts. He/she will be responsible for the overall operations of UP TSU’s FP interventions in the designated districts and will be conversant in family planning practices. He/she will provide guidance to program team in implementing & monitoring family planning interventions and will work closely with the Quality team to ensure seamless operations of the intervention.


The position requires up to 50% travel to project areas.

Key Responsibilities  

Planning, Team Management & Project Implementation

a)    Responsible for project implementation in a cluster of districts, developing work plans, tracking tasks, identifying & addressing gaps, reviewing operations and for other needed activities to meet program objectives and deliver results.

b)   Perform gap analysis, risk analysis and develop micro plans for implementation of family planning interventions in a cluster of districts

c)    Coach, mentor & provide feedback to team for capacity building and performance management of all direct reports

d)   Organize monthly meeting with DFPS to review operations for designated districts

e)   Provide any support required to troubleshoot issues at district level 

Managing Partnerships & Relationship Building

f)     Foster relationships with key decision makers in government & partner organizations to advocate family planning as a key intervention

g)    Support GoUP to implement FP intervention at district level; assist in developing training plans, tools and job-aids

Monitoring & Evaluation

h)   Support the development of results framework & key performance indicators and monitoring performance

i)      Ensure timely submission of monthly reports and timely update for the designated cluster of districts

j)     Work closely with the state program monitoring team to analyse data and take steps to ensure any gaps in strengthening are plugged


k)    Support in documenting best practices and developing plans to incorporate the learnings across districts

l)      Perform other duties identified from time to time by Line manager  


  • Minimum 7 year of experience in planning & implementing health initiatives at national/state level
  • At least 3 years of experience in implementing FP initiatives
  • At least 3 years of experience in managing teams


  • Post Graduate in Social Sciences / Public Health or MBA from a top tier institute
  • PhD in Social Sciences / Public Health / Management or equivalent qualification will be preferable


  • Ability to manage a team, Proactive
  • Strong experience in and understanding of working with government counterparts at district level.
  • Good Program Implementation & Team management skills
  • Proficient at prioritizing tasks & deliverables
  • Excellent time management and organizational skills
  • Good Writing, Analytical skills & Communication skills
