Introduction:

India HIV/AIDS Alliance (Alliance India) is a diverse partnership that brings together committed organisations and communities to support sustained responses to HIV in India. Complementing the Indian national programme, we work through capacity building, knowledge sharing, technical support and advocacy. Through our network of partners, we support the delivery of effective, innovative, community-based HIV programmes to key populations affected by the epidemic.

Alliance India works through NGO and CBO partners to support efforts that have a sustainable impact on HIV. We place communities at the center and work to ensure that vulnerable and marginalised people are meaningfully involved in all aspects of our response, including sex workers, men who have sex with men, people who inject drugs, transgender individuals, and people living with HIV. Our programming and policy efforts are driven by evidence of what works; quality and accountability are core priorities in our interventions, technical support and grant management.

The Advocacy & Programme Officer will work as part of our Wajood programme funded by Amplify Change. Wajood is a rights-based programme that strengthens the capacity of community-based organisations to provide effective, inclusive and sustainable HIV prevention programming for transgenders and hijras. The programme focuses on enhancing access to sexual health, mitigating violence and providing linkages to social welfare and entitlement schemes for the transgenders and hijra community.

Summary of Responsibilities:

State Advocacy & Programme Officer will be responsible for leading the advocacy related activities planned under the programme in the designated State. The person will also responsible managing the routine programme implementation related activities under the programme. The Advocacy and Programme Officer will be reporting to the Regional Manager based in Hyderabad and will be responsible for the implementation of the programme in Andhra Pradesh and Telangana.

Key Responsibilities:

  • Responsible for developing the project advocacy plan, annual operational plans and associated budgets.
  • Contribute to the implementation of effective monitoring, review and evaluation strategies and activities for programmes against agreed project deliverables.
  • Advocate for transgender and hijra issues at designated programme implementation State.
  • Develop advocacy strategies to deliver on the project objectives.
  • Work closely with other members of the programme team to develop and implement appropriate programme and technical support strategies.
  • Lead the activities at the designated State(s) to improve awareness and reporting on genderbased and sexual violence against transgenders/ hijras.
  • Assess the organisational and technical support needs of project partners and develop advocacy and capacity building plans for the needs identified; also carryout review and evaluation of the progress and impact of such activities and take corrective actions wherever required.
  • Identify and implement innovative approaches to advocacy in order to achieve project objectives.
  • Work closely with government agencies, including law enforcement, health professionals and other departments as per the project needs.
  • Responsible for tracking and address media advocacy and organising events and campaigns on major advocacy issues related to transgender/hijra community as per the listed activities.
  • Establish and coordinate partnerships (working groups, co-ordinating mechanisms, stakeholder meetings) to support the implementation of the project.
  • Working in close collaborations with SACS to ensure effective coordination.
  • Contribute to wider Alliance knowledge-sharing on transgender and hijra issues.
  • Develop and implement a project communication plan, including the online activities.
  • Build links with other country projects and partners.
  • Support the compilation of information, including workshop reports, quarterly and annual reports and review and re-planning reports.
  • Uphold the mission/vision and values of Alliance India and to work within its equal opportunities framework, demonstrating the behaviours and competencies as appropriate for the position.

Essential requirements:

  • Degree in any stream preferably masters in social sciences, health or development field (or equivalent) with at least 3 years of relevant project management experience in the health or development sector.
  • In-depth knowledge of HIV, prevention and experience in working with MSM and Transgender communities.
  • A very strong understanding and experience of direct programme implementation and interface with vulnerable and marginalised populations in the context of HIV/AIDS.
  •  Demonstrated knowledge and understanding of project management at State level.
  • Previous experience in working with programmes implemented for MSM/Transgender communities at State/District level.
  • Excellent analytical, writing and verbal communication skills.
  • Good computer skills using MS office
  • Ability to work effectively in teams as well as independently.
  • Ability and willingness to undertake extensive travel within the responsible state
  • Excellent written and oral communication skills in Hindi and English.
  • Fluent in regional language in the assigned State,
  • Fluent in regional language in the assigned State, English/Hindi.

Desirable qualities/experience/skills:

  • Good understanding of development issues and the HIV epidemic(s) and Care Support and Treatment in India.
