About the Organization
The Tata Institute of Social Sciences (TISS) was established in 1936 as the Sir Dorabji Tata Graduate School of Social Work. In 1944, it was renamed as the Tata Institute of Social Sciences. The year 1964 was an important landmark in the history of the Institute, when it was declared Deemed to be a University under Section 3 of the University Grants Commission Act (UGC), 1956.
Since its inception, the Vision of the TISS has been to be an institution of excellence in higher education that continually responds to changing social realities through the development and application of knowledge, towards creating a people-centred, ecologically sustainable and just society that promotes and protects dignity, equality, social justice and human rights for all.
About the Course
The total duration of the Master’s program is 24 months (4-Semesters). The program will be delivered through a blended mode including both online and offline components. The program will also include teaching and field exposure in collaboration with Election Commission of India, (ECI)-India International Institute of Democracy and Election Management (IIIDEM).
This program focuses on the development of globally competent electoral professionals, democracy specialists and governance professionals. It aims to bring together students and professionals who share a common set of norms, behavioral standards and qualifications to assume specific roles and responsibilities in areas of electoral policy, administration and democracy building involving constitution-building, electoral processes, political parties, voters’ awareness, electoral reforms, data analysis and use of ICT tools.
Responding to the global structural demand for qualified electoral professionals and capacity development of current officials managing elections in various countries, the master’s program is designed with the focus on immersive and praxis-oriented pedagogies and it places particular emphasis on the importance of advancing equal career opportunities for women and men in the global context. Special emphasis will be placed on the experiences of the Election Commission of India (ECI) in conducting elections and managing the world’s largest democracy for the benefit of global aspirants. Furthermore, this master’s program will also provide internship opportunities to students, practitioners and serving officials to gain knowledge and skills, through dynamic interaction between class room and field practicum.

Eligibility
Candidates are requested to check the eligibility criteria before filling the application form. Candidates found ineligible will be rejected at any stage in the admission process and no grievances will be entertained in this regard.
Instructions for Determining Eligibility to Apply:
Educational Qualification:
- Candidates should have successfully completed Bachelor's or Master's Degree of minimum of 3- or 4-years duration or its equivalent (under the 10+2+3 or 10+2+4- or 10+2+2+1-year bridge course pattern of study or any other pattern fulfilling the mandatory requirements of 15 years formal education) from a university recognized by the University Grants Commission (UGC) of India. This Master’s Degree program will have additional/specific eligibility requirements. Candidates are advised to refer to program specific eligibility criteria (given below) for more details and ensure that they satisfy such specific eligibility criteria.
- Candidates with M. A, M.Sc., LLM, MBA, M.Com, M.Tech and other master in related field also can apply
Work Experience
- The candidates with Bachelor’s degree and Master’s degree need to have minimum three years and two years of work experiences respectively in the field of Public Administration, Civil Services, Public Sector corporations, Elections & Electoral Management, Law & Policing, Audit & Accounts Services, Governance, Mass-Media, Management (public/private), Public Policy, Economics, Sociology, Geography, Population Science, Anthropology, Law, Human Resource Management, Statistics, Non-governmental organizations or related areas supported by document evidences.
For International candidates
- International candidates with minimum of Three-Year bachelor’s degree or relevant experience are eligible for the program.
- International Candidates, who received their bachelor's/master’s degree and any graduate degrees from a university or universities where English is NOT the sole language of instruction are required to take an English language Test.
- Candidates selected for the Master’s program from active services will procure necessary leave facility and other administrative approvals from their employer (governments/agencies)
- Those candidates who are eligible to apply but cannot submit the degree certificate and grade/mark sheet at the time of admission are required to submit these latest by November 31, 2022, failing which their provisional admission would stand automatically cancelled without any further reference to the candidate. The onus will be on the candidate to submit the degree/provisional degree and grade/mark sheet by November 31, 2022. No further extension of the date will be allowed under any circumstances.
- Until a candidate submits her/his degree certificate and final mark/grade sheet as evidence of having successfully completed the eligibility criteria by the given date, the admission offered will remain provisional.
- Eligibility, determined on the basis of information provided in the application, will be used for the final selection process. If the information provided by a candidate is found to be incorrect or misleading at any point in time, her/his candidature/admission will be summarily cancelled. The Institute shall also reserve the right to take any legal action as deemed fit for any such act of misrepresentation or false declaration.
- Barring international candidates, the selection of candidates/students will follow the Central Government of India’s rules and regulations of reservation regarding SC, ST, OBC, EWS and other categories as per. Women candidates/students are encouraged to apply.
- Supernumerary seats for Armed Forces, Kashmiri Migrants and PWD will be provided as per rules.
