About the Organization:

The Department of Governance Reforms has been created to improve the internal governance by bringing/introducing reforms in the present system of governance and to achieve good governance through the use of Information Technology (IT) tools. The Department of Governance Reforms is the nodal agency of the State Government for e-Governance initiatives in different departments. Through their Implementing Agency- Punjab State e-Governance Society (PSEGS), the Department of Governance Reforms is executing various e-Governance projects under National e-Governance Programme (NeGP) and State e-Governance programme to improve service delivery to the general public.

About the Programme

The District Development Fellowship has been designed to provide a platform for young professionals to contribute to the strategic planning, training and capacity building of stakeholders, ground-level implementation of interventions while also conducting research and documentation of state initiatives in Punjab. Up to 23 outstanding young men and women with a significant record of achievement and with strong promise would be inducted as District Development Fellows.

  • Skill in stakeholder management through implementation of government policies and schemes
  • Professional development through guidance from experienced and senior decision-makers

The fellows will be responsible for the following -

  • Monitoring and supporting the key initiatives of the Department of Governance Reforms and Public Grievances, Government of Punjab
  • Improving the transparency, efficiency, and service delivery across different schemes and departments.
  • Facilitating coordination and dialogue between various stakeholders of the district for inter-sectoral convergence
  • Streamlining the district-level implementation of process re-engineering initiatives originating at the state level
  • Supporting Deputy Commissioners in research, adaptation, and implementation of successful administrative practices at the district level.
  • Prepare and share regular progress updates (monthly and weekly) with the Department of Governance Reforms and the Programme Team.

Eligibility:

They are looking for Associates from diverse backgrounds and disciplines, but they must have these qualities in common: they should be capable leaders, of extraordinary character, dynamic practitioners, and are committed to using their energy and talents to make a positive difference in the world.

This fellowship offers young professionals an opportunity to work with the Department of Governance Reforms and Public Grievances, Punjab, and use their skills for creating social impact.

Must Haves:

  • You have a bachelor's degree with at least 2 year of work experience OR you have a postgraduate degree or diploma in any discipline.
  • You are not more than 29 years of age as on 10th Aug 2020. (i.e. not born before 10th Aug 1991).
  • You hold Indian citizenship.
  • You are proficient in both Hindi and English, with the ability to read and write in both along with a working knowledge of Punjabi.
  • Passion for driving development through government reforms

Good to Haves:

  • Good interpersonal skills and the ability to work collaboratively within teams
  • Ability to adapt to living and working in field conditions at the district level.
  • Comfortable with data analytics and visualization
  • Previous experience in policy and development sector

Stipend: INR 8,00,000 per annum

Location: Punjab (across 22 districts)

Fellowship Period: Aug 2020 - July 2021
