The Robert Carr Fund is the world’s leading international fund focused on funding regional and global networks led by and involving and serving inadequately served populations (ISPs).  As a cooperative effort of donors and civil society, the Robert Carr Fund is structured to maximize participation, empowerment, equity, transparency and accountability in our fundraising and grant making.

Robert Carr Fund for Civil Society Networks 2021

Through this RFP, the Robert Carr Fund aims to further the aims and objectives of the Fund’s Strategic Plan 2020-2024 and to amplify the mission and vision of the Fund, while responding to the unique challenges and opportunities of this time.

The Robert Carr Fund recognizes that programming to strengthen social enablers, human rights and gender equality, as well as responses led by communities of ISPs, are complex, and require longer-term investments. Therefore, the Fund intends, in this funding cycle, to support continuity, so that well-performing existing partners can build on their achievements.  At the same time, the Fund wishes to encourage applications from new, emerging networks, especially those which represent populations and regions which are current under-served in the fund portfolio.

Strategic Approaches:

In the 2022-2024 funding cycle, the Robert Carr Fund also wishes to encourage applications which demonstrate two strategic approaches which are in line with the Fund’s Strategic Plan 2020-2024:

  • promoting a culture of learning within networks and/or consortia; and
  • promoting partnerships in order to amplify impact; this means both forming consortia for the purpose of this application, as well as broader alliances and coalitions between organizations, networks and institutions.

Strategic Priorities:

Using the approaches, the Fund aims to focus on three strategic priorities in the 2022-2024 funding cycle, which will serve as trail markers for achievement of the Fund’s Theory of Change. These are:

  • Strengthening movement leadership, supporting the continuity and succession of leadership in the HIV movement;
  • Building organizational financial health and resilience, as well as the sustainability of the HIV response;
  • Support for innovative and creative ideas which respond to the changing context.

Funding:

Applicants may submit proposals for up to three years of funding. For the first year (2019), a work plan, budget and cash flow statement is required. The work plans, budgets, and liquidity prognoses for the other years will be required in subsequent years.

  • Emerging regional and/or global networks which have been in existence for less than two years can apply for a minimum of USD 50,000 and a maximum of USD 150,000 per year, for three years.
  • Regional networks which have been in existence for more than two years can apply for a minimum of USD 100,000 and a maximum of USD 350,000 per year, for three years.
  • Global networks which have been in existence for more than two years can apply for a minimum of USD 100,000 and a maximum of USD 700,000 per year, for three years.
  • A consortium of networks can apply for a minimum of USD 100,000 and a maximum of USD 1,000,000 per year, for three years.

Eligibility Criteria:

Through this RFP, the Robert Carr Fund invites global and regional civil society networks and consortia of networks led by, and/or devoted to serving inadequately served populations to apply for a grant to support their core funding and activity needs for a three-year period.

To be eligible for the 2022-2024 grant, applicants must:

  • Address the health, social inclusion and wellbeing of inadequately served populations (ISPs);
  • Be a civil society network1 and/or a consortium of civil society networks;
  • Operate regionally and/or globally;
  • Be from the civil society sector; and
  • Be led by ISPs.
