About the Organization

Child Fund India is registered as a Society since 1984 and works in 85 districts across 15 States, annually reaches nearly 3 million children, youth, and their families from 3200 communities/villages. Through its unique programs, ChildFund India provides comprehensive support to children from birth until they reach 24 years of age through holistic interventions integrating health, nutrition, gender, education, livelihoods, and child protection. Child Fund India’s interventions are aligned with age-specific and contextual needs, utilizing a unique Life Stage approach based on children’s experiences of deprivation, exclusion, and vulnerability.

About the Proposal

ChildFund is also supporting the parents and care givers of the targeted children in it’s intervention zones. As part of this initiative, ChildFund has promoted a livelihood project aiming at supporting 5600 women Karnataka (Bangalore, Mysore, Karwar and Mangalore). These women are from most marginalized sections of society and also their family’s livelihood was impacted severely during COVID 19 lock down last year.   Most of these people engaged in petty businesses, daily wage earning and also employed in un-organized sector.

The key results expected out of this project are as follows;

  • Identification of 5600 eligible beneficiaries through rapid assessment, which will also help to identify their business interest.
  • 260 Common Interest Groups formed covering all the 5600 women to orient, extend regular capacity building and also to facilitate regular learning & sharing
  • All the 5600 women selected for this project are capacitated with entrepreneurship skills and the trainings have also helped them to generate new business ideas and also to develop business plans to start or improve their business
  • Ensure that the women supported and trained under this project have initiated / strengthened / expanded their own business through the financial and technical support extended by the project
  • The trained women become successful entrepreneurs with enhanced abilities on the following; running the business smoothly, accessing new credit needs, financial management, identifying and establishing market linkages.
  • Digital platform is developed to undertake real time tracking of beneficiaries
  • Sustainable livelihood and income for the family – 80% of women will generate a minimum additional income of Rs.5000. 

Objective

Primary objectives of this assignment are as follows;

  • To build the capacities of 5600 women on entrepreneurship based on the business interest expressed by them
  • To work out a framework for post training / enterprise follow up & support and train the field staff on the same

Expected results of this assignment are as follows:

  • The training curriculum & methodology are evolved based on the local context and trainings are conducted taking into account the expectations of the project.
  • Increased level of knowledge, skills and understanding among 5600 trained women on generating business ideas, developing mechanisms to initiate new business, statutory requirements, financial literacy, financial & market linkages etc., 
  • Need to ensure that all 5600 trained women to have a business plan at the end of the training.
  • Enhanced understanding among trained women on accessing social entitlements and various schemes and programs implemented by government and civil society organizations towards women entrepreneurship.
  • The trained women are also able to identify the institutional support systems to pursue entrepreneurship, manage & improve their business – the potential linkages mainly in the areas of meeting their credit needs and also marketing their products.
  • A comprehensive framework to be worked out and shared with ChildFund for post training / enterprise support.
  • The field team to be adequately oriented and trained for extending support for the trained women at least for the period of 6-12 months.

Scope of Work

The TRA will have following scope of Work:

  • Prepare the youth, who have graduated or on the verge of passing out from Saksham Program, for the Job Market, Market Trend, Impact of Pandemic, Career Planning in the Changing Market, etc.
  • Help youth to prepare themselves for Job Interviews, through quick tips like grooming, Documents to carry, communication protocol etc.
  • Facilitate linkages with the employers and organise Job Interviews for Saksham Youth.
  • Invite Corporate / Employers in the Job Fair organised by Plan India Saksham Team.
  • Support Plan India Team to maintain record and data related to youth employed during the assignment.
  • Support youth in job retention and if need be, provide post placement counselling support.
  • Record feedback from employer and youth for Saksham program improvement.

 Key Deliverables

  • Youth have been groomed and prepared before Job Interviews;
  • Youth have been job placed in Gainful Job Employment
  • Youth could sustain their Job employment more than six months.

Scope of Work

Target community and coverage

  • 5600  women from Karnataka (Bangalore, Mysore, Karwar and Mangalore )
  • A total number of 5 days (non – residential) training per women.
  • Each batch of training to cover maximum of 22 women=

Reporting requirement

The Contractor must produce two self-standing reports as described below (in electronic format and one hard copy).  The reports must be written in English. 

Inception Report: The inception report shall describe how the Consultant propose to achieve the assignment’s objectives. It shall include:

  • A detailed presentation of the proposed methodology
  • A description of work plan and timeframe.

Final report: The final report consisting of the following elements:

  • A description of the methodology approach adopted.
  • An executive summary
  • A detailed report on the trainings conducted, pre-post evaluation, way forward.
  • Conclusions, including lessons learned and recommendation.
  • A framework for ChildFund field team to do necessary post training follow up with the beneficiaries

How to Apply

Interested consultant(s)/agency should submit their proposal (summary, technical and financial). The proposal should briefly describe how the applicant intends to undertake this assignment and explain how their professional experience matches the skills and qualifications listed. The proposal should be submitted in English and contain three main parts (A, B and C). Part A & B may be clubbed together. Part C must be kept separately to facilitate separate independent evaluation of technical and financial tenders. (Note: The proposal shall not exceed more than five (5) pages).

Part A -  Executive Summary

This should be a brief overview/cover letter of your understanding and expectations of the assignment covering how you intend to achieve the expected outputs. 

Part B –Technical Proposal

The technical proposal should be structured in 2 sections:

Section 1: Qualifications, experience and suitability to the assignment.

Provide your qualifications and suitability for the position (consultant CV, covering letter stating the suitability, details of previous similar assignments successfully completed etc.)

Section 2: Technical response

This section should provide details about how you are planning to achieve the objectives with high quality outputs including the detailed activity scheduling and proposed timelines.

(it should not exceed more than 5 page)

Part C – Financial Proposal

The prices should be quoted in Indian Rupees and the financial breakup to be presented by major heads of expenses. The financial proposal should contain the number of days required for completing the assignment tasks, including daily rates.
