A background to CoVLEx:

The City-to-City COVID-19 Vaccination Learning Exchange (CoVLEx) initiative aims to build a global COVID-19 vaccination knowledge management platform that will aid in shaping the discourse on pandemic response. Launched in September 2021, in collaboration with NITI Aayog and the Ministry of Health and Family Welfare, the CoVLEx initiative brings together the Global South to exchange best practices and learnings from their national COVID-19 vaccination campaigns among five Indian cities and 10 Southeast Asian and African cities

Terms of Reference:

JSIPL is looking for innovative and creative ideas to take the CoVLEx initiative forward to next level. With a continued focus on COVID-19, the CoVLEx initiative can be further expanded to other directly related areas, specifically routine immunization, for an effective vaccine delivery

The brief scope of work includes:

  • Recommend suggestive approaches to repackage CoVLEx initiative to be responsive to contemporary situation and its expansion to the immunization space, if any (Note: The initiative will continue to be focused on COVID-19 vaccination majorly, with some modifications to include Routine Immunization)
  • Identify measures to up-scale the program activities to make the knowledge exchange relevant and practical for meaningful ground engagement
  • Propose ways through which CoVLEx platform can be utilized to demonstrate India’s leadership in rolling out the world’s largest vaccination drive

The agreed plan will be executed for a duration of six months (up to January 2023) initially, with a possibility of extension. Based on proposed ideas, JSIPL will shortlist the agency/agencies and will work together for necessary and feasible modifications. This will be co-designing process wherein JSIPL will work with the agency/agencies for planning the transition of CoVLEx platform.

All submissions must be accompanied by a cover letter typed on official organizational letterhead and signed by an individual who has signatory authority for the agency. The agency must submit a complete package on or before 11 July 2022, Monday by 1700 Hrs.
