Expression of Interest (EOI)

FHI 360 is inviting expression of interest (EOI) from CBOs, KP-led organizations that have been working in the HIV/AIDS space and/or with key population groups. FHI 360 will mentor and support the agencies to enhance their organizational systems and capacity in governance, leadership, financial management, human resource management, resource mobilization and other areas, so that they can sustain as vibrant civil society organizations to address the health and non-health needs of key and vulnerable populations.

The civil society organizations that receive mentorship and technical assistance from FHI 360 / EpiC will also be supported in resource mobilization efforts for leveraging funds for self-reliance and sustained engagement in HIV response. This intensive mentoring and capacity strengthening support will be extended by FHI 360 for one-year and may be extended for another year based on need and availability of funding.

Eligibility Criteria:

The agencies responding to this request for EOI must meet the below criteria to qualify as an applicant:

  • Registered in India as a not-for-profit NGO for at least 5 years or more
  • History of working in HIV/AIDS with a focus on key population for at least three years or more and with continuing interest to focus on addressing HIV within their communities
  • Should currently be working in at least one of seven PEPFAR priority districts (Thane and Pune in Maharashtra and Hyderabad, Rangareddy, Mahbubnagar, Karimnagar and Nalgonda in Telangana)
  • Should have basic staffing and organizational structure in place
  • Should have handled projects funded by external donors (private sector / CSR, government, others) in the past 3 years addressing health or non-health needs of key populations
  • Leadership and staff must be willing to invest time and resources in organizational systems strengthening in governance, strategic planning, human resource (HR) management, financial and accounts management, and resource mobilization and fund raising

Selection Criteria:

All applications will be studied by the FHI 360 / EpiC team. The applications that meet the eligibility criteria will be contacted by the FHI 360 / EpiC team to further discuss specific areas of technical assistance. The final selection of the agency will be done based on their (i) current organizational systems and capacity; and (ii) current funding portfolio and potential for portfolio expansion through innovative financing approaches
