ViSTAR (Village Strengthening through Adaptation and Resilience) 

Background 

Indo Global Social Service Society (IGSSS) invites online submission of Expression of Interest (EoI) from organisations working or having experience in Climate Change Induced Crisis with the theme Building Climate Resilient Villages and Adaptive Capacities under ViSTAR project

Proposed States and Districts

:

• Each NGO is to implement the project in a minimum of 15 villages. Village is unit here ensuring it is not spread over large number of Panchayats                                  
• Ensure that the villages are contiguous in nature having similar issues

Major Objective:

:

The major objective of the project is “Increasing Adaptive Capacity to Climate Change Induced Crisis through Climate-Resilient Villages in Semi-Arid Districts of Bundelkhand region of Madhya Pradesh, Uttar Pradesh and Vidarbha region in the state of Maharashtra.

Specific Objectives:

1.  Increasing Resilience Capacity of farmers to Climate Change induced crisis through Developing 225 Climate Smart Villages and 3 local climate resource Centres ,

2.  Demonstration of climate resilient interventions through Climate Smart Village (full form) models (weather, carbon, water, and energy) by linking with Gram Panchayat Development Plan ( full form) and other programmes and

3.  Strengthen the capacity of farmers, PRIs and other stakeholders by establishing climate resource centres and linking with technical institutions

Eligibility of the Applicant

:

All NGOs/ Institutions having experience related area are eligible to apply

Following criteria are required

1.  The organization (NGOs/ Institutions) must be registered with IGSSS (Organizations not registered are requested to register online by visiting the following link by visiting the IGSSS website and initiate the process by following the link Partner signup under Sign Up section

(On filling all the details in the portal and after successful registration a UNIQUE ID will be generated and intimated over the registered Email Id. 2.  Organization must be registered under Societies Registration Act or Trust or registered under Companies Act Section 25.

3.  It must be registered with the FCRA division of Ministry of Home Affairs

4.  It must be registered u/s 12 A of the Income Tax Act, 1961

5.  One NGO can apply for one district only

Experience and expertise required

●      Experience in the field of Climate Change Adaptation and Climate Smart Agricultural Practices

●      Having sound capacity in conducting similar projects in the district

●      Demonstrable experience of implementing interventions in climate smart agriculture practices (weather based agro advisory, water use efficiency, carbon reducing practices and renewable energy) with sound understanding of the complexities of the rural livelihood, especially in climate change context

●      Experience of working through a convergence approach with different government schemes and programs

●      Experience of innovative use of technology, information and communication tool to facilitate sharing and dissemination

●      Having sound capacity of community mobilization and promoting community contribution

:

Stage 1:     EoI (Expression of Interest) Submission, Screening, Shortlisting. Finalization

Stage 2:     Proposal Submission, Finalization and Signing of Agreement

Maximum Annual Budget Limit

:

15 Lakhs [Fifteen Lakhs]. NGOs are to generate 10% Local Contribution in CASH against the grant received from IGSSS which is mandatory

(This approximate budget is for 1^st year only. The budgets for the subsequent years will be notified accordingly)

Sealing and marking of EoI

:

Opening  and screening of EoI

:

• EoI will be screened by a Committee formed by IGSSS.
• Submission of EoI does not guarantee that the EoI will be accepted.
• Decision of the Screening Committee of IGSSS will be final.
• IGSSS is no way obliged to respond to the rejection of the EoI.
• IGSSS also reserves the right to accept or reject any EoI, and to annul the call for EoI process and reject all EoIs at any time prior to screening and selection procedure, thereby incurring any liability to the affected Organization or any obligation to inform the affected Organization or organizations of the grounds for the organization’s action.
• IGSSS will inform the shortlisted NGOs for the next step after the decision of the screening committee
• Personal canvassing is strictly prohibited.
• Districts will be negotiated once the NGO is screened and shortlisted

Due Diligence of NGOs

:

IGSSS will conduct online due diligence of the shortlisted organizations to verify the credentials of the organization after finalization of the EoIs and before Development of the Proposals. The due diligence will be done on June 04 and 05, 2020. EoIs / Proposals will be rejected if any discrepancy is found at any point of the selection process or due diligence process

Signing of ToR

:

After the verification of documents, IGSSS and the selected NGO will enter into agreement as per the existing norms, rules and regulation of IGSSS.

NGOs already registered as in IGSSS portal need to verify their uploaded documents and update the same accordingly in the portal.

Existing partners

NGOs already registered as partners of IGSSS need to verify their uploaded documents and update the same accordingly in the portal before June 03, 2020
