About the Organization:
Oxfam is a global movement of people working together to end the injustice of poverty. Oxfam is committed to preventing any type of unwanted behaviour at work including sexual harassment, exploitation and abuse, lack of integrity and financial misconduct; and committed to promoting the welfare of children, young people and adults.
Background:
Violence against Women and Girls (VAWG) is a gross violation of human rights and one of the most persistent forms of gender inequality and discrimination. Even after 20 years of the UN General Assembly Declaration on the Elimination of Violence against Women, World Health Organization (WHO) data shows that one in three women (35 per cent) of women have experienced either physical and/or sexual intimate partner violence or non-partner sexual violence in their lifetime. Most of this is intimate partner violence.
Project Background:
Oxfam India (OIN) in partnership with Oxfam Australia and local NGO partners are implementing the EPIC project in the states of Chhattisgarh, Jharkhand, Odisha and Uttar Pradesh. This project has focused on the issue of domestic violence, including intimate partner violence and child marriage with a three pronged strategy of mobilizing and influencing communities for creating positive shifts in social norms; ensuring improved access to support services for women and girls facing violence in their lives and improving their access to livelihood opportunities; knowledge building and dissemination with stronger networks working on women’s rights and gender justice.
Goal:
This project will contribute to the goal of ‘By 2021, more poor & marginalized women will claim & advance their rights, and violence against women is less prevalent”.
Objectives:
- Strengthened engagement of individuals, communities and institutions in reducing violence against women and girls
- Enhanced access to support services and economic opportunities for women and girls, including those affected by domestic violence and child marriage.
- Increased use of knowledge by institutions and alliances to influence change
Purpose:
Given it is now midway, a mid-term evaluation is planned to take stock of this project and recommend course correction for the remaining period.
Through this mid-term evaluation, they hope to:
- Understand the progress towards the impact of the project
- Assess strategies and models of change
- Identify best practice and opportunities to strengthen the program
- Foster learning across partners and program working areas
- Foster learning across Oxfam Gender Justice programs and staff
Key Evaluation Questions:
The key evaluation questions for this mid-term evaluation are:
1. What are the results achieved so far (intended and unintended) against the outputs, outcomes and objectives of the project; including:
2. Social acceptance of violence against women:
- Change at individual level (Women, Adolescent Girls, Youth)
- Change in the policy environment;
- Civil society organizations’ capacity to influence and monitor government policy and services;
- Service provision for survivors of violence;
- Access to formal justice systems and support services for women facing violence; and
- Community and individual awareness and action
3. How have the different strategies in the project contributed to the outcomes? Which have been most effective?
4. How well has the project been implemented; including gender empowerment, community involvement in project design and implementation, inclusion of people with disabilities and other marginalised groups, and working in partnership?
5. How can the project be improved in the next two years of implementation?
6. What is required to ensure sustainability is built in the next two years of the project?
Major Tasks and Coordination:
The major processes in conducting the midline will include -
- Complete literature review, based on which the survey design will be finalised. The survey design, study tools and reporting format should be agreed on before the field work.
- Coordinating with Oxfam India focal person(s) in preparation and planning of survey indicators, study tools/data collecting instruments, sampling strategy, plan for data analysis and implementation of the survey.
- Training of field teams (arranged by consultant/consultancy firm) for data collection, on format agreed by Oxfam India focal person(s).
- Ensuring that high quality survey standards and harmonised, globally endorsed methodologies are applied to complete the survey. It is therefore important to share all relevant information in time, including information on the survey methodology, the sample size calculation, the listing exercise (including a list of people interviewed/approached), questionnaire design, the training report, the field data collection report, the preliminary analysis, the draft and final analysis, and reports and the database.
- Maintain a gender and inclusion lens in each aspect of the study.
Suggestive Methodology:
- The study is to be designed as a holistic assessment, comprising both the qualitative and quantitative components to capture the current level of knowledge, attitude & the process/practices adopted at community level. The midterm will use various assessment tools comprising primary data collection (through quantitative and qualitative survey questionnaires) for primary data collection at household level & at the institutional level (district level functionaries/ departments of the Govt.)
- The qualitative assessment will involve in depth interviews with district level Govt. functionaries of police and Women and Child Development departments; victims; civil society network members and youth activist/pressure group/vigilance committee members.
Preparation of Report:
- Preparation and submission of draft report in electronic version
- Submission of all filled-up schedules
- Submission of final report (hard and soft copies) which addresses specific feedback from the Project Team on the draft report and a power point presentation on the key findings is to be submitted along with the database of supporting narratives, photos and/or videos.
Deliverables: The consultant/consultancy firm will prepare: 1) detailed work plan; 2) a survey report with executive summary; 3) a database of supporting narratives, photos and/or videos. The primary documents are to be prepared in English.
Timeline: The agency will propose a timeline and adhere strictly to the survey schedule proposed. It is expected that the assignment would be completed within 60 days from the award of the contract. This would be a Consultancy Contract for above said duration with a consolidated payment as per a pre agreed payment schedule.
Consultant/ Consultancy firm qualification:
Oxfam India is looking for a consultant/consultancy firm with a strong record in conducting innovative and participatory evaluations focused on program learning.
- The successful candidate/firm will be able to demonstrate the following skills and experience:
- Demonstrable experience of producing high-quality, credible and learning-focused MEL studies.
- Demonstrable experience of working with/evaluating civil society and grassroots organizations in a collaborative and learning-focused manner
- Demonstrable experience in designing and using participatory, gender-sensitive, quantitative and qualitative methodologies in cross-cultural settings
- Capacity to produce a searchable database of good quality narratives, photos and/or videos and integrate these effectively in the baseline process
- Familiarity with development issues, especially gender.
- Experience of managing teams, and the capability to handle necessary logistics and, if required and agreed, sub-contracting.
- Ability to produce concise, readable and analytical reports
- Excellent English written and verbal communication skills.
- Familiarity/experience in geographic context of project area (desirable)

- CVs demonstrating relevant skills and experience
- Indicative budget to be sent separately for consultant fees, detailing the activities, number of days and daily rate.
