About the Organization:

Caritas India, founded in 1962, is the official development arm of the Catholic Churches in India. The operations of Caritas India were initiated through disaster response during the Bangladesh Refugee crisis in 1971, but over five decades of experiences in the field led to diversification and up-scaling of interventions. Their vision is formation of a just and sustaining social order by upholding values of love, equality and peace. Their mission is restoration of human dignity of the poor and marginalized by partnering with intermediary organizations in extending support and facilitation and advocating for the rights of the people.

Background

The outbreak of Covid-19 pandemic in India has brought a huge crisis with not just public health concerns as the number of positive cases and deaths are increasing but humanitarian crisis too. The implications are manifold particularly, for the poor, the marginalized, migrant workers, daily wage earners, the homeless population as they are facing difficult times due to poverty and hunger. On the one hand, the lives of the people are in danger and on the other hand, the economy of the country has come to a standstill with a prolonged lockdown.

This is a challenging time for the government to take decisions and form policies to cater to the needs of all. The frontline workers are working hard to save lives and the civil society organizations, groups and individuals have also come out to support each other in these testing times. Presently, the government is taking steps to ease the lockdown, but physical distancing and other precautions must be followed by individuals as Covid-19 is here to stay for long.

Programme Title: Covid19 Response – Reducing community transmission and hunger in highly impacted cities in India

Purpose

This Terms of Reference covers the objectives and methodology to carry out an Evaluation of Caritas India response to Covid19 response.

The aim of the evaluation is to assess thetimeliness, effectiveness of the response and way forward. This will be done by looking at three core aspects of the response: coordination, accountability and programme quality.

Objectives of the Evaluation

The evaluation will focus on the following key objectives:

  • Assess the impact of the response, including assessing timeliness, relevance and appropriateness.
  • Identification of programmatic and management recommendations to support ongoing improvement in the emergency response and way forward (in terms of engagement with the target community).
  • Assess how well Caritas India response to Covid19 pandemicis meeting quality standards and is accountable to the people and other related stakeholders.

Proposed Methodology

The methodology will employ the following processes:

  • Documentation Review: Key documents will be reviewed to highlight salient points and raise further questions. These include proposals and progress, and any relevant organisational feedback/ accountability mechanisms. Discussions will be made between the evaluation team and stakeholders for any clarifications and requests for further information.
  • Development and sharing of Inception Report: Summarised information from the Inception report will be sent to key stakeholders to inform them of the evaluation process and purpose. This will be an opportunity to elicit feedback and inputs at an early stage and create a communication channel with stakeholders.
  • Structured or Semi-structured interviews with those involved in the emergency response
  • Consultations with disaster-affected population: Consultations will be made with people affected by the Covid19 pandemic and these will take the form of one to one interviews and focus group discussions and transect walk to see the local environment.
  • Consolidation and Analysis: The Team Leader will facilitate and discuss with evaluation team members and relevant stakeholders on the salient findings that have emerged and recommendations. These may be shared, where possible, with other relevant stakeholders to gauge interest on implementing recommendations and making them practically operational to suit Caritas India. Key analysis will be made to distil and synthesize key findings, conclusions and recommendations.
  • Evaluation Findings/ Learning Sharing Workshop: The initial draft report (key points in a PowerPoint presentation) will be shared with stakeholders at an “Evaluation Findings/ Learning Sharing Workshop in Delhi or Virtual platform (which ever agreed upon mutually for reflection, discussion and incorporating feedback and suggestions. The final report will then be finalized. Recommendations will be made for Caritas India.

Reservations & Confidentiality

Caritas India reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered, or for failure to meet deadlines. In the event of the producer ending the contract prior to delivering all agreed upon products, a portion of the payments shall be returned to the Caritas India. The consultant undertakes to maintain confidentiality on all information that is not the public domain and shall not be involved in another assignment that represents a conflict of interest to the prevailing assignment. The Consultant shall undertake to refrain from promoting any political or religious beliefs in the documentary which is the subject of this contract

Duration: The whole assignment will be for the period beginning from 30 days.
