About the Organization:

National Skill Development Corporation (NSDC) aims to promote skill development by catalysing creation of large, quality and for-profit vocational institutions. Further, the organisation provides funding to build scalable and profitable vocational training initiatives. Their mandate is also to enable support system which focuses on quality assurance, information systems and train the trainer academies either directly or through partnerships.

Background

NSDC is proposing to offer high quality Broadcasting cum Media centre/recording studio to serve as a place to teach and train others on a digital platform. This platform can be used by NSDC partners, SSCs, individual and so on. This will also serve a platform for conducting webinars, recording online Content, music, sound effects, and voice-overs used for advertisements, animation, and soundtrack dubs in different languages.

Online learning has shown significant growth over the last decade, as the internet and education combine to provide people with the opportunity to gain new skills. Since the COVID-19 outbreak, online learning has become more centric in people's lives. The pandemic  has forced schools, universities, and companies to remote working, and this booms the usage of online learning.

Purpose and Target segment of Media Center

i. One of the major challenges in this technological transformation is to create quality online content and by keeping cost as low as possible. Corporates/Schools/training partners with limited resources facing problem in development of quality online content and will lag as compare to professional content developer having recording studios and resources.

ii As India grapples with a new way of life, it is impossible to not see the impact on digital media consumption. Consumers have had to change their lifestyles significantly as social distancing, working from home, closed schools and cancelled travel/events disrupt daily routines.

iii. All age groups are adapting to this new normal and have shown their interest in Online content. The integration of information technology in education and skill development sector will be further enhanced and that online education will eventually become an integral component of education system.

iv. The proposed Media Center shall be available for Individuals and corporate for following purposes: -

  • Individuals with specific skills or knowledge and interested in creating eLearning content for their personal purpose or for sharing with free platforms
  • Corporates interested in conducting webinars and company videos
  • PMKK & PMKVY centers for creating online training content and running online and recorded classes from Media Centre
  • Universities/Schools for conducting online or recorded lectures/classes
  • Music artists etc.

v. NSDC may also provide access of NSDC existing eLearning platform to sell the online content created for skilling the candidates.

Objectives of the project

  • National Skill Development Corporation (NSDC) proposes to establish Media Centre for Training (MCT) at its premises. The training contents developed at the Centre could be online or offline, depending upon the business requirements. The establishment of the Centre is to be entrusted to some competent agency that has an expertise in setting and/or operating such Centre with no obligations to NSDC except providing adequate space that may be necessary to establish such a Centre. NSDC thus aims to select an agency that aligns with the idea of establishing of Media Centre at NSDC. The intent is to impart trainings in the educational and skill Centre.
  • NSDC would only provide the required space necessary to establish the Centre. The selected agency would establish and maintain the Centre at its own cost and provide sufficient manpower to successfully run it. It would be free to let out the Centre and its facilities to any third party on a charge basis that desires to develop audio-visual training material and/or disseminate knowledge and skill to trainees. The revenue thus earned may be shared between the selected party and the NSDC.

Scope of Work

The Media Centre for Training thus developed would serve as an Audio-Video Production Unit with tele-conferencing facility exclusively for training purposes. The premises or the Centre cannot be used for any other purposes that do not meet the training goals.

  • Lightbox
  • High Resolution Webcam
  • Good quality Display Screen
  • Overhead Projector
  • Whiteboard
  • Video Conferencing Lighting Solutions
  • High quality Microphone
  • Fast Computer Processing Facilities
  • Sufficient Network Bandwidth

However, this is not an exhaustive list, and the interested parties are welcome to add on to this concept and design.

Eligibility criteria for Selection of Consultant:

  • The Consultant should be a Firm/Company/LLP and must be registered with the appropriate authority and should be in business for at least the last 3 years from date of publishing of this EOI
  • The Consultant should have an average annual turnover of at least INR 25 Lakh in the last three financial years. (2016 -17, 2017 - 18 and 2018 – 19)
  • The Consultant should have relevant experience of developing contents for educational, vocational and / or skill development sectors. Minimum 1 relevant project
  • The Consultant should have undertaken assignments for live broadcast/teleconferencing facility exclusively for training purpose. Minimum 1 relevant project
  • The Consultant should have relevant experience of serving as an audio video production unit. Minimum 1 relevant project
  • The Consultant must be registered under Income Tax, PAN, GST and/or any other statutory authority required for this purpose
  • The Consultant should not have been blacklisted by any Government Consultant, Public Sector Undertaking or autonomous bodies. The Consultant will be required to submit an Affidavit to this effect.

 Technical criteria for Selection of Consultant

  • The Consultant should have an average annual turnover of at least INR 25 Lakh in the last three financial years. (2017-18, 2018 - 19 and 2019 – 20)
  • The Consultant should have relevant experience of developing contents for educational, vocational and / or skill development sectors.
  • Minimum 1 relevant project (5 marks for each project)– scoring will as per number of projects with max score as 25
  • The Consultant must have undertaken assignments for live broadcast/teleconferencing facility exclusively for training purpose.
  • Minimum 1 relevant project (5 marks for each project)– scoring will as per number of projects with max score as 25
  • The Consultant should have relevant experience of serving as an audio video production unit. Minimum 1 relevant project (5 marks for each project)– scoring will as per number of projects with max score as 25

Important Notes:

  • This selection is only a preliminary activity to shortlist the suitably qualified agencies to whom NSDC will issue the RFPs.
  • Details on minimum required Key experts, manpower at NSDC, deliverables, timelines and payments terms will be decided as per the details mentioned in the Terms of Reference in the RFP document.
  • NSDC reserves the right to select as many as firms as it may deem fit; and cancel the process at any point during the procurement.
  • NSDC is under no obligation to provide assignment/s to any firm/s through this process of selection.

Timeframe: The duration of the empanelment will be for an initial period of 2 years.
