About the Organization:

WaterAid India is registered as Jal Seva Charitable Foundation – a company incorporated under section 25 of the Companies Act, 1956 (Section 8 under the Companies Act, 2013) with CIN U85100DL2010NPL200169, having its registered Office at 2nd Floor, New Block, RK Khanna Tennis Stadium, DLTA Complex, 1 Africa Avenue, New Delhi – 110 029). The Membership and License Agreement signed between WaterAid India and Jal Seva accords all the necessary rights to Jal Seva to use the WaterAid brand and its name in India. As a result, throughout this TOR, Jal Seva is referred to as WaterAid India.

Purpose

Water Aid is currently seeking Expressions of Association (EoA) from NGOs (with valid FCRA registration) for expanding its work on Water, Sanitation and Hygiene with due focus on Water Quality, Security and Sustainability in Bihar. Organisations working in Gaya, Buxar and Bhagalpur will be preferred. NGOs with experience of working in WASH and/ or having experience of working on Safe Access to Drinking Water, Water Quality, Water Security and Sustainability in Bihar and these districts will be given preference.

Description

Bihar is the third largest state in India in terms of population. The identified locations & topography present problems of Water quality issues. Drinking water in identified districts are contaminated by presence of fluoride beyond permissible & desirable limit whereas in few districts - bacteriological and iron contamination are major issues in drinking water. In the major part of the state, particularly in northern Bihar, household hand pumps are a significant source of drinking water, as they are affordable and groundwater levels are high.

WaterAid (WAI) has identified Bihar as one of the core state to work on sustainable Water, Sanitation and Hygiene. The current state context provides opportunity to WAI to work closely with community and State Government and other Stakeholders at District and Panchayat level for sustainable solutions on WASH and engaging closely with Government Flagship Programs.

The program design is focused on finding solutions on issues of access to drinking water, water scarcity and poor water quality impacting communities in these identified districts. This includes working with communities in intervened villages to promote recharge measures, distribution systems, and Operations and Maintenance (O&M) processes, hygiene education, and Sustainable sanitation.   

A partnership in these areas would help to mitigate community level drinking water, water quality, ensuring the long-term and sustainable impact on communities. As part of work on drinking water security, project will include information on water security and safety and help community to strengthen water management practices. In addition, project will demonstrate community-based solutions for issues of water scarcity and poor quality in different contexts thereby increasing evidence base for the local government, enhancing support to replicate success and scale up impact.

The Project approach is also to ensure context specific water supply technologies which will address the local problems around water quality and availability and those community members will take responsibility for the proper use and management of facilities on a day to day basis. The local government will also become invested and will take active leadership. Other stakeholders will be engaged as the program grows and we will have the ability to replicate this model in other areas.

Eligibility

The organisations eligible for submitting the expression of association need to have:

  • Valid FCRA registration
  • Annual budget of approximately 3 Crore for the last three years
  • Work Experience in Bihar (Experience in implementing development projects preferably water, sanitation and hygiene will be important requirement. Experience of working in Gaya, Buxar and Bhagalpur will be an added value)

Submission:

Interested NGOs are encouraged to submit a formal letter / e-mail expressing their interest in undertaking such work along with the documents (as mentioned below) for a desk review. Please use the below mentioned format for sending your EoA. EoAs should be sent to waip2pdelhi@wateraid.org, no later than 10:00 PM on 20th September 2020. Please quote “Providing safe access to Drinking Water, Sanitation and Hygiene in Bihar” as the subject in your correspondence.

Please note that this is only a call for Expression of Association and we are not seeking bids or proposals at this stage. A response to this Call for Expression of Association does not automatically ensure that you will be selected to participate in the request for proposal. After the desk review of the documents, we will contact the institutions for a Programmatic and Financial Assessment for shortlisting organisations who would be invited for submitting a detailed project proposal. A final Terms of Reference (ToR) for preparing the proposal will be provided to the shortlisted NGOs for submitting a full proposal and financial quote by way of a Request for Proposal (RFP). Following the RFP, short-listed organisations will be invited for a presentation on the proposal.

Water Aid reserves the right to change or cancel requirements at any time during the EoA and/or solicitation process.
