BACKGROUND

Globally and for many countries, the pace of progress towards universal health coverage (UHC) has slowed over the past decade. It is projected that by 2030, only half of the world’s population will have access to primary health care (PHC) services, a foundation for achieving UHC. This will subject billions of people to poor, unreliable and relatively expensive health services, limiting their access to quality healthcare and increasing their vulnerability to communicable and non-communicable diseases.

Transform Health was set up to respond to these challenges by bringing together local, regional, and global stakeholders from multiple sectors dedicated to achieving UHC in the digital age.

SCOPE OF WORK

Transform Health is seeking expressions of interest from suitable organisations to coordinate and lead the coalition’s advocacy and campaign efforts in India.
Transform Health aims to build a movement of youth, women and marginalised communities and is seeking expressions of interest from national organisations in India advocating, campaigning and mobilising on the issue of Universal Health Care. We are particularly interested in organisations that champion women’s health issues, digital rights, governance and inclusion.

The advocacy, campaign and mobilisation partner will work closely with the Coordinating partner focused on developing the coalition to influence change in the enabling environment in Rajasthan and at the national level. This will involve input into the strategy and landscape analysis and ensuring the national advocacy and campaign efforts aligned with and complementing the coalition’s engagement in Rajasthan.

EXPECTED OUTPUTS AND RESULTS

The Campaign and Mobilisation partner will engage specific audiences, particularly youth and women to support them to organise themselves as a movement, raise their concerns as it relates to key issues linked to digital health
and collaborate with others to influence the government and others. We envision the following deliverables to establish and operationalise the advocacy and campaign platforms and the broad areas of engagement.

Envisioned Deliverables & Timeline

1. Movement growth and development (Mar – Apr)

Co-host a workshop/ consultation with the coordinating partner in Rajasthan to introduce the national UHC agenda and perspectives of women, youth and marginalised groups

2. Analysis (Apr – May)

  • Conduct a national survey of youth, women and marginalised communities in India to identify barriers to equitable access to quality digital health services and data.
  • Contribute to the landscape analysis conducted by the Coordinating Partner by providing insights (from consultation and desk-based research) into the state of UHC in India as well as knowledge, understanding and
  • practical use of digital health and data among youth women and marginalised groups with recommendations around gaps/needs for digital transformation to happen.
  • Conduct a stakeholder mapping from a national UHC perspective with particular focus on youth, women and marginalised groups.

3. Strategy, Planning and Budget (Apr- May)

  • Develop an advocacy and campaign strategy and action plan.
  • Develop a two year work plan, budget and M&E framework (based on above).

4. Outreach and Influence (Ongoing)

Establish working relationships with partners and start to develop mechanisms for engagement.

RELATIONSHIPS AND ACCOUNTABILITY

Accountability will be split across the Coordinating partner and the Transform Health Enabling Function. The coordinating partner will ensure strategic alignment and provide content guidance. The Transform Health Enabling Function will provide strategic support and agree on the overall work plan.

ELIGIBILITY FOR APPLICATION

Selection of the Campaign and Mobilisation partner will be based on the following criteria:

  • Women and youth-led (youth aged 18-30) organisations headquartered in India.
  • Advocacy, campaigning and mobilisation experience, preferably on an issue of relevance to the coalition (UHC, health equity, digital rights, inclusion etc.);
  • Experience working in an inclusive and consultative manner and to promote the leadership of communities traditionally excluded from decision-making processes;
  • Experience working with multi stakeholder initiatives.
  • Ability to coordinate the development of multi stakeholder strategies and to work with others to deliver on the strategy;
  • Track record and ability to engage and mobilise youth, women and marginalised communities; and
  • Commitment to Transform Health’s principles.

Applicants are invited to submit a proposal and budget for how they will go about delivering the above outputs and results.

BUDGET

This assignment is for a period of two years starting in October 2022 following a probation period of six months. The budget for this probation period will be around US$25,000, with a possible increase in funding dependent on the strategy and plan submitted (and availability of funding of up to $50,000 / year).

The organisation’s suitability for the assignment and match with previous projects executed particularly showing evidence of the above mentioned eligibility criteria.

Discussion of the work methodology process it will deploy (both to set up and manage the coalition and to engage in outreach and deliver on specific outputs.
